沈阳市农业信息化服务体系建设现状及启示

摘要

农业信息服务体系对于发展和完善农业信息化建设、农业现代化建设，提高农业综合竞争力及建设社会主义新农村都具有重要意义。沈阳市在农业信息化服务体系建设方面做了有益的尝试。二十世纪末沈阳市开始积极探索农业信息化之路，着手组建农业信息服务组织，积累了一些经验，但也遇到很多问题，并且与农业信息化先进的发达国家比较，还存在很大差距。本研究旨在对这些经验和问题进行深入分析，为构建农业信息综合服务体系，推进沈阳市农业信息化提供建议和参考。

目前沈阳市初步建立了全市农业信息网，各级农业信息站与农业信息网互补，并实现信息共享。通过对沈阳市农业信息需求现状调查，表明各类农业生产经营者对农业各类信息有着不同需求。龙头企业、合作社、农户都对农产品市场信息有较大需求；龙头企业和合作社对农产品加工技术信息有明显需求；合作社和农户则对农产品价格信息有需求；农户对种植、养殖的品种和技术信息需求更大。通过分析研究，沈阳市农业信息服务体系建设主要存在工作经费不足且配置不合理、农业信息服务互动性较差、农业信息化服务水平不高、农业信息化服务主体较为单一等四个问题。存在这些问题的根本原因：政府对农业信息化服务认识不到位；农民自身综合素质不高，缺少团队意识，处于弱势地位；信息供给形式单一，供给量不足；农业信息资源有效开发利用程度不足，农业信息化服务水平较低。

沈阳市农业信息服务体系评价结果表明沈阳市农业信息化服务体系运行效果总体良好，但存在农业信息化服务人才队伍建设滞后，和农业信息化服务机构及法规政策不健全的问题。沈阳市村级信息站运行评价结果表明各县区间农业信息化发展存在较大差距，地区间发展不平衡影响了信息站总体运行效果。根据以上分析和评价，沈阳市农业信息化服务体系发展对策建议如下：强化政府主导地位和监管力度加大基础设施建设投入建立农业信息发布制度加快信息化服务队伍建设完善信息服务网络建设积极开展农业信息服务机制创新努力提升信息主体农民的综合素质。

Abstract

The agriculture information service system is very significant to develop and improve agricultural informatization construction, to make agricultural modernization construction, to improve the agricultural comprehensive competitivene and to construct socialist new countryside.The agriculture information service system construction has the beneficial attemption in Shenyang City.At the end of 20th century, the agricultural informatization began to discovery how to develop in Shenyang city, and the agricultural information service system constructed simultaneously.But the proce of the agricultural information service system is slow by technology, capital, and many other factors.At present the agriculture information nets have been set up in Shenyang city, all levels of agricultural information station and agriculture information nets have a complementary, and realize the sharing information.Through the agriculture information demand of Shenyang present situation investigation, the data shows that all kinds of agricultural production operator of of all kinds of agriculture information have different needs.Leading enterprises, cooperatives, farmers have larger demand to agricultural products market information;Leading enterprises and cooperatives to the agricultural products proceing technology information have obvious needs;Cooperatives and farmers have demand to produce price information;Farmers on cultivation, breeding need more variety of technical information.Through the analysis and study, we can find that the agriculture information service system has four problems in Shenyang City, such as work fund shortage and unreasonable allocation, the bad agriculture information service interactivity, the low agriculture information service level, the relatively single agriculture information service main body.The root cause of these problems are four aspects, such as improper understanding of the government’s the agricultural informatization service;the low peasants' comprehensive quality, the lack of team consciousne and disadvantaged;single information supply form, low supplies;the short agricultural information resources development and utilization, the low agricultural informatization service level.The agriculture information service system of agricultural informatization evaluation results show that service system running effect is good in general in Shenyang city, but there is the

agricultural informatization service personnel team construction lagging and imperfect agricultural informatization services and regulations and policies.Shenyang village information station operation evaluation results show that interval counties agricultural informatization development has a large gap and unbalanced developments of region information station influence the overall effects of operation.According to above analysis and evaluation, the agriculture information service system development countermeasures as follows in Shenyang city: strengthening the government the dominant position and regulatory efforts, Increasing the infrastructure investment, establishing agriculture information release system, speeding up the information service team construction, improving information service network construction, actively developing the agriculture information service system innovation, making great efforts to improve the main body of the information the comprehensive quality of farmers.Key words: The agricultural informatization, Service system, Shenyang city
