申报条件Conditons

（一）高新技术企业应当从事以下高新技术及其产品的研发、生产和销售或者技术服务的企业（单纯从事商品销售的企业除外）：enterprise should engage in following high-tech and it products’ RD, production and sales, or technical services(except for the enterprise only engage in sales of goods.)

1、电子信息及软件；electronic information and software;

2、生物工程、医药及医疗器械；Biological engineering, pharmaceutical and medical equipment;

3、新材料；new materials4、光机电一体化及先进制造；optical, mechanical and electrical integration and advanced manufactures;

5、环境保护；environment protection;

6、新能源和高效节能； new energy and efficient energy saving;

7、航空航天；aerospace and aviation;

8、现代农业；modern agriculture;

9、地球、空间、海洋工程；earth, space and marine engineering;

10、核应用；nuclear application11、利用先进技术、工艺改造提升传统产业；Use advanced technology, technology to improve traditional industry;

12、为高新技术产业发展提供研发、技术咨询、技术交易、工业设计等服务；providing services for RD, technical services, technology transaction, industrial design, etc.13、与上述领域配套的相关技术产品，以及适合深圳经济发展特点的其它高新技术及其产品。

relating technical products for supporting above fields, and other high-tech and its products which are suitable for economic development characteristics in Shenzhen.（二）高新技术产品是指属于《深圳市高新技术产品目录》并符合以下条件的产品：

High-tech products within the scope of the Catalogue of High/New Tech Domains Specifically Supported by Shenzhen should also meet the following conditions:

1、符合国际标准、国家标准及行业标准，或者经地级市以上技术监督部门认可的企业标准；

conform to international standards, national standards and industry standards, or enterprise standard which is recognized by technical supervision departments from county-level city or above.2、经产品质量检测机构检测，质量合格；

products quality conformance after inspection from quality testing institute;

3、达到国内先进水平。

achieve domestic advanced level.（三）高新技术企业认定须同时满足以下条件：enterprise should meet the following conditions at the same time:

1、在深圳注册一年（一个会计年度）以上，具有独立法人资格。

registered in Shenzhen for more than one fiscal year, and with independent legal status.2、知识产权归属明确，没有知识产权争议，且达到下列其中一项数量要求：A、发明或者植物新品种1件以上；

B、实用新型2件以上；C、非简单改变产品图案和形状的外观设计或者软件著作权或者集成电路布图设计专有权 3件以上。

Clearly ownership of intellectual property rights, no disputes for intellectual property rights, and achieves the one in following quantity requirements:

A.above one invention or new variety of plants;

B.above two utility models;

C.above three exterior designs which are not just simply changes for graphic patterns and shape design, or software copyrights, or layout-design of integrated circuits patent rights.3、最近一年销售收入小于5,000万元的企业，三个会计年度的研究开发费用总额占销售收入总额的比例不低于5%；具有大学专科以上学历或者中级以上职称的科技人员占企业当年职工总数的30%以上，其中研发人员占企业当年职工总数的10%以上。最近一年销售收入在5,000万元至20,000万元的企业，三个会计年度的研究开发费用总额占销售收入总额的比例不低于3%；具有大学专科以上学历或者中级以上职称的科技人员占企业当年职工

总数的20%以上，其中研发人员占企业当年职工总数的8%以上。最近一年销售收入在20,000万元以上的企业，三个会计年度的研究开发费用总额占销售收入总额的比例不低于2%；具有大学专科以上学历或者中级以上职称的科技人员占企业当年职工总数的10%以上，其中研发人员占企业当年职工总数的6%以上。企业注册成立时间不足三年的，按实际经营年限计算。

For enterprise with sales revenue le than CNY 50 million in one recent year, the ratio of total RD expenditures in three fiscal year accounted for the total sales revenue should not le than 5%;technical staffs holding university degree or intermediate profeional title or above should account for more than 30% of the total employees in that year, among which, RD staffs should account for more than 10% of total staffs in the that year.For enterprise with sales revenue from CNY 50 million to CNY 200 million in one recent year, the ratio of total RD expenditures in three fiscal year accounted for total sales revenue should not le than 3%;technical staffs holding university degree or intermediate profeional title or above should account for more than 20% of the total employees in that year, among which, RD staffs should account for more than 8% of total staffs in that year.For enterprise with sales revenue above CNY 200 million in one recent year, the ratio of total RD expenditures in three fiscal year accounted for total sales revenue should not le than 2%;technical staffs holding university degree or intermediate profeional title or above should account for more than 10% of the total employees in that year, among which, RD staffs should account for more than 6% of total staffs in that year.The enterprise registered for le than three years will be subject to actual operating period.4、高新技术产品（服务）收入占企业当年总收入的60%以上。

high-tech products(services)revenues accounted for more than 60% of the total revenue of the enterprise in that year.5、具有完善良好的生产、技术、财务等管理制度。

With sound management system for production, technology, finance, etc.6、具有相应的研制、生产条件及产品质量保证措施。

With corresponding development, condition of production and products quality aurance measures.7、企业三年内无重大违法行为，递交的材料真实、可靠。

With no significant illegality during recent three years, and the documents submitted should be true and reliable.（四）高新技术企业复审须满足的条件与高新技术企业认定条件一致。

Conditions for review are consistent with the one for identification.
