Statistics recently released by the General Administration of Customs indicates that China’s foreign trade, on the basis of last year’s rapid growth, has made a good start.In January, the trade volume rose 33.1% year-on-year to USD 95.06 billion.Exports hit USD 50.77 billion, a 42.2% rise over the same period of the previous year.Imports grew to USD 44.29 billion, 24% up year-on-year.The economy achieved a trade surplus of USD 6.48 billion.According to the Customs’ statistics, in January, exports of general trade skyrocketed while the growth rate of imports slowed down.In proceing trade, both exports and imports soared, continuing the strong growth momentum.Foreign-funded enterprises in China continued to maintain their rapid growth, with a 42.4% increase in exports and a 30% rise in imports.Exports and imports of collective-owned, private and other enterprises have also maintained their strong growth momentum, with a jump of 77.3% in exports and a rise of 33.9% in imports.The growth rate of exports and imports by the state-owned enterprises is much lower than that achieved by the two above-mentioned types of enterprises, with exports increasing by 22.1% and imports by 11.1%.January also saw a sharp increase of China’s trade with its three major trade partners.Its trade with the European Union, the United States and Japan reached USD 15.89 billion, USD 14.33 billion, and USD 12.86 billion.They represented a respective year-on-year growth of 36.4%, 30.8% and 28.4%.16.5中国吸引外商投资的政策导向(译文)Ladies and Gentlemen: Good afternoon.I feel greatly honored to have this opportunity to discu with you the iue of CHina’s introduction of foreign capital.The statistics released by the Ministry of Commerce last week show that in 2004, China approved the establishment of 43,664 new foreign-funded enterprises, with a contractual foreign investment of US$ 60.63 billion.China has become the world’s second largest recipient of foreign investment.We will in our work centre on the principles and policies of our nation’s economic and social development, adapt to the new situation of world economic development and stick to the principles of active, reasonalbe and efficient utilization of foreign capital.In absorbing foreign capital, we will try tofollow the principle of the four “combines”.1.Combine it with economic structural adjustment and industrial upgrading;2.With the improvement of the socialist market economy system, and the reinforcement of enterprise competitivene;3.With the expansion of exports and development of an open econ omy;and

4.With the vigorous development of China’s western area, the rejuvenation of northeast China and the promotion of harmonious development of regional economies.We will take measures to further improve the soft environment for foreign investment, actively explore new methods for absorbing foreign capital, put emphasis on absorbing advanced technologies, modern management and special talents, actively introduce foreign capital to invest in industries of new and advanced technologies, encourage multinational companies to set up regional headquarters, research and procurement centres here, speed up the development of supporting industires and open up the service trade field to foreign capital step by step.To achieve these ends, we will focus our efforts on the following two areas.1.We will actively imporve the policy and legal environment for foreign investment and the level of administration according to law.To deliver our commitments on joining the WTO and meet the requirements of our opening-up proce, we will further improve the legal system of absorbing foreign investment, keeping the policies and laws for foreign investment steady, consistent, predictable and operable.We will try to create a unified, steady, transparent and predictable environment for foreign investment.We will build up a clean, industrious, pragmatic and efficient government.2.We will maintain and improve an open and fair market environment.We will, in combination with the current nationwide work of rectifying and standardizing the operation of the market economy, firmly prohibit the arbitrarily imposed fees, inspections, contribution and fines on foreign-funded enterprises.We will make efforts to break down regional protectionism and industrial monopolies, intensify law enforcement in the protection of intellectual property rights, crack down on infringements of IPRs and copyright piracy so as to establish a unified and open market environment favourable to fair competition.We will further perfect the complaint system for foreign-funded enterprises and protect the lawful rights and interests of foreign businemen in accordance with the law.20.4加强中欧在经贸和金融领域的合作（译文）
