背景知识

商品共同基金/CFC(Common Fund for Commodities)是由联合国发起的政府间金融机构，总部位于荷兰阿姆斯特丹，拥有107个成员国。其宗旨是帮助依赖于初级商品的发展中国家提高和促进初级商品生产和贸易的多样化。迄今为止，CFC在亚太地区共资助了70个初级商品项目，资助金额达1.7亿美元，涉及诸如黄麻、茶叶、咖啡、可可、高粱等多个商品项目。

亚洲地区对工业制造行业有很大的依赖，商品决定性地影响着许多亚洲国家的宏观经济、出口收益、税收以及就业，故此，全球经济的衰退严重冲击该地区的经济社会发展，进一步导致该地区农业及初级产品领域的脆弱环节每况愈下。

女士们，先生们，Ladies and gentlemen,我很荣幸向诸位介绍中国同其他发展中国家开展南南合作的情况。

I am honored to introduce to you the case of China to carry out with other developing countries of South-South cooperation.中国对外援助是发展中国家之间的互相帮助，中国从1950年起就开始了这种发展中国家间的互助，特别是1955年万隆会议以后，中国同广大的亚、非、拉国家开展了这种形式的合作，这种合作都是通过经济和技术合作的方式进行，是在南南合作的框架下进行的。China's foreign aid is mutual help between developing countries.Since 1950 China began to conduct this mutual aid among developing countries.Especially after the Bandung Conference in 1955,China and many countries of Asia, Africa, and Latin America developed this form of cooperation, which is by way of economic and technical cooperation carried out under the framework of South-South cooperation.截止到目前，曾经接受过中国经济和技术援助的国家和区域组织共计有163个，其中，120个左右的国家为经常性接受中方援助的国家。Up to now,the countries and regional organizations received China's economic and technical aistance have a total of 163, of which about 120 countries receive Chinese aistance regularly.亚洲国家是接受中国援助较多的，其次是非洲。这两个加起来大概有80%以上。Asian countries accept much more Chinese aid ,followed by Africa.Both add up to about 80%.再其次就是拉美、加勒比和南太平洋地区以及少量欧洲国家。Then they are followed by Latin America, the Caribbean and the South Pacific and a few European countries.中国对外援助的宗旨是帮助受援国家增强自主发展能力，促进受援国经济和社会发展，促进中国与广大发展中国家的友好关系和共同发展。

The purpose ofChina's foreign aid is to help strengthen their self-development capacity, promote their economic and social development,and accelerate friendly relations and common development between other developing countries.英语致辞

Common Fund for Commodities secretariat asked me to make a presentation on this particular topic, so I prepared a short paper very quickly.应商品秘书处共同基金的邀请，为作这个特定主题的演讲，我准备了一个简短的文件。And then I prepared a Powerpoint subsequently.So this is not an in-depth research but I prepared this on side time, beside the normal regional management seion.So I need to revise this paper further to be included in the preceeding paper.随后我又做了一个简报。虽然这不是一个深入的研究，但我准备在这一侧时，正常区域管理会话旁边。所以我需要进一步修改该文件，包括在上述的文件。

First I’ll touch on the Regional Economic Outlook, a brief overview, followed by the impact of financial crisis on the trade sector, since I am dealing with trade sector.And then I will move on to another subtopic – recent commodity price trends and market development.And I’d like to touch also on the role of commodities in socio-economic development and food security and policy of implications of food crisis for food security and finally, the agenda for policy actions and measures.首先，我将简短地谈谈对区域经济的展望，其次是金融危机对贸易部门的冲击，因为我从属贸易部门。接下来的第三个主题是，近期商品价格走势和市场发展。第四个主题，我想谈谈商品在社会经济发展和粮食安全及粮食危机影响的政策中的作用，最后谈的是政策行动和措施的议程。
