Speech by Huang Yanrong, Vice Governor of Sichuan, at the 2009 Forum for Secondary School Principals 各位代表、各位来宾：
大家上午好。在四川加快建设灾后美好家园，加快建设西部经济发展高地的关键时刻，我们迎来了2009年中外中学校长论坛的各位嘉宾。大家欢聚四川，共同研讨“教育创新与创新人才培养”这一教育永恒的主题，共同交流基础教育改革与发展的经验与收获，在此，我谨代表四川省人民政府，对本次论坛的顺利召开表示热烈地祝贺！对与会的各位领导和中外来宾表示热忱的欢迎！
Honorable delegates, distinguished guests: Good morning!At the critical juncture when people in Sichuan are accelerating our pace in post-quake reconstruction and building a strategic height for economic development in west China, we are delighted to have guests from home and abroad to attend the 2009 Forum for Second School Principals and conduct discuions on the eternal theme of Education Innovation and Innovative Talent Training and exchange experience in basic education reform and development.On behalf of the Sichuan Provincial People’s government, I wish to extend our congratulations on the opening of the forum and expre our warm welcome to all the leaders and guests from home and abroad.四川历史文化悠久，教育底蕴厚重。公元前141年，西汉蜀太守文翁在成都创办的文翁石室，开创了中国地方政府办学的先河，迄今已有2100多年。四川教育规模巨大，现有各级各类学校3.72万所，在校学生1900万人，教职工90万人，教育总规模名列全国第四、西部第一。全省共有571所中职学校，在校生达到108万人，与普通中学学生人数相当，规模居全国第四位。
Sichuan as a province dates back to very early times with strong educational tradition.In 141 BC, Wen Weng, governor of the Shu in the Western Han Dynasty opened Stone Chamber School, which was the first local government-run school in China, with a history of over 2,140 years to date.Sichuan’s educational development is large in scale, boasting 19 million students and 900,000 teachers and staff members in 37,300 schools of various kinds and at different levels, ranking 4th in the country and first in west China.The province has 571 secondary vocational schools with student enrollment of 1.08 million, equivalent to the student number in ordinary middle school, ranking 4th in China.全省有普通高校90所，有211工程建设高校5所，985工程建设高校2所，高等教育毛入学率达到22%，步入大众化行列。现在我们更加重视实施素质教育，提高教育质量；更注重维护教育公平，关注和改善民生。
There are 90 universities and colleges in the province, 5 of them are included in Project 211, and 2 in Project 985.Our gro enrollment rate in higher education reaches 22%, approaching the goal of popularization of higher education.We now attach more importance to character education, education quality, safeguarding educational fairne and improvement of people’s livelihood.2008年对中国和四川来说都是极不寻常的一年，四川遭受到了千年不遇的特大地震灾害，在党中央、国务院的坚强领导下，在全国人民的大力支持下，在国际社会的大力帮助下，四川省委、省政府带领全省广大干部群众，一手坚持不懈地抓抗震救灾，一手坚定不移地抓经济社会发展，包括教育在内的各项工作取得了较大进展。经过近7个月的艰苦奋斗，39个重灾县里已有1966所学校开工建设，有233所学校全面竣工。到年底使得95%以上的学生都能在永久性校舍中学习的目标可望如期实现。
The year 2008 has been quite eventful for China and for Sichuan.The province was hit by the extremely devastating earthquake that occurred once in a thousand years.Under the strong leadership of the Party Central Committee and the State Council, and with the energetic support of the entire Chinese people as well as the generous help of the international community, the CPC Sichuan Provincial Committee and the Provincial government have joined hands with all the cadres and people of the province, attached equal importance to quake relief work and economic and social development.Considerable progre has been made in different aspects of our work, including education.After 7 months’ arduous work, we’ve inaugurated the building of 1,966 schools in 39 hardest-hit counties, and have completed the construction of 233 schools.It is expected that more than 95% of the students will be able to study in the permanent school buildings by the end of this year.我们深知，四川要实现由人口大省向人力资源强省、由教育大省向教育强省的转向，必须大力培养创新型人才，必须通过改革创新来实现教育大发展，使教育成为提升我省区域竞争力，建设创新型社会和促进经济社会和先进文化建设的重要支柱。为此，我们热切地期盼国内外专家多为四川灾后重建和教育创新出谋划策，共建美好四川。
We are keenly aware that, to realize the transformation from a province with large population to a province with strong human resources, from a province with large number of students to a province with strong and quality education, we must intensify our efforts to train innovative talents, and achieve greater educational development through reform and innovation so as to make education an important pillar for enhancing our regional competitive edge, building an innovative society and developing advanced culture.We earnestly look forward to your advice and suggestions for our reconstruction work and education innovation and to our common efforts to build a better Sichuan.Ladies and gentlemen!Sichuan enjoys long history, rich natural resources and the reputation of the Land of Abundance as well as the largest number of world natural and cultural heritage sites and national-level key scenic spots and historical places in China, including Sanxingdui Ruin of the ancient Shu Kingdom, Dujiangyan Irrigation System, the beautiful Mt.Emei, the serene Qingcheng Mountain, Huanglong and Juzhaigou accredited as the Paradise on Earth.An ancient Chinese saying goes that “Isn’t it a pleasure to have friends from afar!” Now spring has come and flowers are in full bloom.I hope our Chinese and international guests can look around a bit in your leisure time so as to have more knowledge of Sichuan, which will be conducive to strengthening our friendship.I hope you may find Sichuan very impreive.To conclude, I wish the forum great succe and all the experts and principals good health and best of luck.Thank you.
