本示例为双语对照，适用于一般美规（哈佛模联通用规则），其它规则下仅适用本规则中的一些基本思想和概念（源自于罗伯特议事规则）。

【补充说明】根据反馈来看这是个争议比较大的地方，据作者有限的消息和经历来看，北大高中生模联于2010年左右将原“有主持核心磋商动议国自动列为第一发言顺位”的规则删除，其他各模联修改进度不一，但大多都逐渐接受了“动议国可自主决定其发言顺位”的规则，只是最终实现方法不同，本“特别说明”所言之方法只是众多实现方法中的一种，实际操作可能会有所不同。

【再P.S.一句】以及规则这种东西吧。各地不一样是很正常的= =。这份示例中其实还有很多细节部分在全国各地的实际操作中都不一样。既然已经说了是“示例”也就请大家抱着求同存异的心态对待吧=v=万分感谢。
