首先，培养船舶设计人员的创新能力。船舶制造业要有更大的发展，关键是依靠员工特别是设计人员的不断创新。创新是设计的源泉，是企业发展的动力。企业应该营造一个开放，宽松而不失秩序的环境，树立创新意识。通过实践开发创新能力，这是提高创新能力的基本途径，正确处理想象与创新能力的关系。只有这样才能设计出更加先进，更加安全的船舶，为我们的海上作业提供有力的保障。
其次，引进先进制造技术，学习国外先进造船经验。学习他人经验，借鉴他人长处，找到自身的不足，不断完善自我，为我国船舶制造业注入新的活力。科学技术不仅在创造新产品中居关键地位，而且对改良原有产品使之更新换代具有重要作用。我国船舶制造业应在依靠自身科技进步的基础上，积极引进外国的先进技术，加快我国的科技进步，以此来推动船舶制造业的快速发展。确保较高的技术标准，制造出更加先进安全的船舶。
