China is a multi-national country featuring unbalanced economic development, In the vast territory, different languages and various dialects are used.Even though the government has called for popularization of Mandarin as the standard Chinese language for decades, it has not become the daily-use communication tool among a considerable number of the people.This obviously hinders economic development and social progre.Undoubtedly the popularization and promotion of Mandarin is vital to speeding up China's reform and opening up drive.It will help improve the technology of information management in Chinese.Therefore, it is the basic interests of all Chinese.Education 教育必须为社会主义建设服务，社会主义建设必须依靠教育，这是我们的教育原则之一。在目前的市场经济形势下，高等学校显然要采取新措施，深化教育改革，按照社会的需求调整教学与科研内容。自1985年以来，中国的高等教育改革取得了较大的进展。高等学校在教学与科研等方面有了更多的自主权。但也出现了一些困难，如经费来源问题，高校入学考试问题等等。为了适应市场经济迅速发展的需要，这一切都需要得到改进。

One of our educational principles is that education must serve socialist construction, which in turn must rely on education.Under the market economy, it is obvious that institutions of higher learning must take new measures to deepen their reform and orient their teaching and research to the requirement of the society.Since 1985, higher education in China has made great progre in its reforms.Universities and institutes are now enjoying more autonomy in teaching and research activities.But there have also emerged difficulties, such as difficulties in funding resources arrangement, the university entrance examinations procedures and so on.All of these have to change to meet(the need for)the rapid development of market economy.中国是一个发展中国家，但政府一直把儿童教育置于整个教育事业发展的优先地位，取得了瞩目的成就。近年来，中国的儿童教育事业有了很大发展，许多指标优先于其他发展中国家,有的已接近发达国家水平。近年来，我们以政府拨款为主，并通过多种渠道筹措教育经费，使学生人均教育费用逐年增长。中国政府清醒地看到，由于中国人口众多，经济基础较薄弱，儿童工作还存在许多困难；有待于进一步改善。

Although China is a developing country, the Chinese Government has always given priority to children’s education in the promotion of education in general and has made remarkable achievements．

In recent years，China has established all educational fund—raising system with the governmental allocations as the predominant source and finds collected through other channels as a supplement，thus ensuring a year-by-year growth of average educational appropriations for every student．

The topic of AIDS prevention and treatment is on the annual agenda of UN conferences.The International AIDS Conference for this year will be held in Bangkok.China’s Ministry of Health will send a 10-member delegation to attend the conference.In recent years, the Chinese Central Government has devoted tremendous efforts to the work of AIDS prevention and treatment, and the provincial governments and organizations have taken effective and specific measures to check the spread of AIDS.AIDS is the common challenge to all humanity.The international community needs to enhance cooperation to effectively addre the problem and prevent it from deteriorating worldwide.It’s in the spirit of seeking international cooperation that the Chinese delegation will attend the conference.We hope that we can find ways to handle the problem more effectively through exchanges of experience with other participants at the conference.Urban Development 上海既是一座历史文化名城，也是当今中国最为繁荣的经济中心之一，成为人们向往的观光胜地。上海为旅游者在各方面提供了良好的基础设施。在上海旅游，不仅方便愉快，而且安全舒适。上海要长久吸引旅游者，就应该切实做好各项旅游服务工作，让游客获得宾至如归的服务。我们希望而且相信，上海会使每一位旅游者流连忘返，“乐不思蜀”，给每一位旅游者留下美好的回忆。

The further growth of the national economy and the increase of economic strength has provided a solid material foundation for the enlargement of employment and the Improvement of social security.At the same time，the Chinese government is also fully aware that the structural unemployment will become more serious for a long time to come，and labor relations are expected to become more complicated．

We are aware that Europe is reevaluating its relationship with China.Most European countries have been aware of the importance of China.China, as a potentially huge market, has been very attractive to Europe.Therefore, many European countries feel that Europe should not adopt an ostrich policy toward China.Although policies concerning China differ among various European countries, their acknowledgement of China’s importance is the same.China’s rise will not stand in the way or pose a threat to any other country.China does not seek hegemony now, nor will it do so in the future, even after it becomes powerful.Countries with different social systems and cultural traditions can transcend ideological differences and enjoy common development on the basis of 16 the Five Principles of Peaceful Coexistence provided that they set store by their people’s fundamental interests, and respect and tolerate each other.17
