Nowadays ,thanks to the rapid elevation of the living standard ,many people have bought their own cars ,or are planning to buy cars.Owning a private car can certainly help one travel more conveniently and save much precious time.But negative effects of the matter should be taken into consideration :air pollution and traffic jams and accidents.As China’s population is overwhelmingly large —1.3 billion— even a small percentage ,say 10% ,of the population owning private cars ,would mean an increase of 0.13 billion cars emitting waste gases to deteriorate the air quality and congesting the alreadyovercrowded roads even worse.（黄色突出的文字，写得非常好，不论是1.3 billion、say 10%的插入语，还是owning private cars、emitting waste gases的两个doing分词，结构与句式都非常通顺。）

In my opinion ,the government should take into account the poible bad consequences mentioned above and hold the number of private cars under strict control until it finds solutions to the problems.The general public should try to make the most of the existing publicthansportation facilities rather than rush to buy a car.
