尊敬的卡拉·希尔斯主席，尊敬的穆泰康主席，尊敬的欧伦斯会长，女士们，先生们：

首先，我感谢美中关系全国委员会和美中贸委会作出周到安排，使我有机会与美国各界重要人士见面。作为中美之间相互了解与合作的重要桥梁，美中关系全国委员会和美中贸委会长期以来为促进两国关系发展作出了积极贡献，我对此表示高度赞赏。

我这次来纽约是出席联合国大会。今年是中华人民共和国恢复在联合国合法席位40周年，我很荣幸能够在这个具有特殊意义的时刻代表中国出席联大。

过去40年，中国走过了一条不平凡的发展道路。特别是经过33年改革开放，中国人民坚持不懈探索和奋斗，走出了一条符合中国国情、具有中国特色的发展道路，在经济、政治、社会、文化等各个领域都取得巨大发展成就。

与此同时，中国的前途命运日益紧密地同世界的前途命运联系在一起。中国对联合国事务的参与就是中国不断融入世界、积极参与全球化进程的生动写照。中国先后加入100多个政府间国际组织和300多项多边条约，并在其中发挥重要作用；面对历史罕见的国际金融危机，中国在20国集团等机制框架下与世界主要经济体密切协调配合，共同致力于促进世界经济复苏和可持续增长；中国积极参与反恐、防扩散、气候变化、防灾减灾等领域的国际合作及联合国维和行动，就处理和解决诸多重大国际地区问题发挥着重要建设性作用。

女士们、先生们，中国的发展繁荣以及与世界的积极互动无疑是当今世界格局最显著的变化之一，对中国自身、对世界都产生了深远影响，同时也推动了中美关系发展。

今年是“乒乓外交”和基辛格博士秘密访华40周年，明年我们还将迎来尼克松总统访华40周年。当年这些历史事件深刻改变了国际战略格局，开启了中美关系改善和发展的历史篇章。在中美两国几代领导人、政治家和各界有识之士共同努力下，中美关系虽然历经风雨，但取得了重要发展。

今年1月，胡锦涛主席应奥巴马总统邀请对美国进行国事访问。中美双方就共同努力建设相互尊重、互利共赢的中美合作伙伴关系达成共识。之后，中美举行了第二次人文交流高层磋商、第三轮战略与经济对话。拜登副总统上个月也对中国进行了访问。中美双方都强调：两国之间不是零和竞争关系，而应该是互利合作关系；在深刻演变、纷繁复杂的国际形势下，双方应该同舟共济，平等合作，这不仅将造福两国人民，而且有利于亚太地区乃至世界的和平、稳定、繁荣。

同时，中美社会制度、历史文化、发展阶段不同，两国关系发展不可避免地存在一些挑战。坦率地讲，由于一些因素制约和羁绊，两国互利共赢的合作潜力仍未得到充分释放，两国关系发展有时还受到不应有的严重干扰。我们今天的任务就是不仅要在口头上、而且要在行动上落实两国元首共识，按照中美三个联合公报和《中美联合声明》确定的原则，排除干扰和障碍，确保中美关系沿着健康稳定的轨道向前发展。

首先，牢牢把握中美关系发展的正确方向。当今国际形势正在经历复杂深刻演变，中美作为世界最大的发展中国家和最大的发达国家，作为世界两大主要经济体，对世界和平与发展负有重要责任。时代不同了，只有摒弃过去那种你输我赢、损人利已的零和博弈和冷战思维，增进信任，加强合作，中美和世界各国才能共同应对挑战，实现互利共赢、共同发展。

我要强调的是，尊重彼此核心利益是中美合作必须遵循的原则。中美合作承载了双方重要的共同利益，需要精心维护。在涉及中方主权、安全、发展利益的重大问题上，美方尤其要慎重妥善处理，避免两国关系受到干扰和冲击。

台湾问题事关中国主权和领土完整，牵涉中方核心利益，牵动13亿中国人民民族感情，始终是中美关系中最重要、最敏感的核心问题。昨天，美方不顾中方坚决反对，无视两岸关系改善、和平发展的局面再次做出大规模售台武器的错误决定。美方这一行径严重违反中美三个联合公报特别是“八·一七”公报原则，严重干涉中国内政，严重损害中国国家安全，严重损害中国和平统一大业和中美关系，也违背美方自己作出的严肃承诺，中方对此坚决反对。

中方要求美方充分认清美售台武器问题的高度敏感性和严重危害性，高度重视、严肃对待中方严正立场，纠正售台武器的错误做法，立即撤销上述错误决定，停止对台军售和美台军事联系，以实际行动维护中美关系大局和台海和平稳定。

第二，坚持中美经贸合作互利共赢的原则。当前，世界经济形势存在诸多不稳定、不确定因素，中美两国都面临调整经济结构的任务，各自面临一些挑战和难题。在这种形势下，中美双方特别要提振信心，加强宏观经济政策协调，深化经济金融合作，共同推动两国经济和世界经济可持续增长。

中美经贸关系在快速发展中出现一些问题是自然的。美方应该坚持平等协商、互谅互利原则，遵循市场规律，按照世贸组织规则妥善处理，而不要把经贸问题政治化、搞贸易和投资保护主义。美方应尽早放宽对华高技术产品出口限制，采取切实行动为中国企业赴美投资提供更加良好环境，这不仅有助于促进中美经贸关系健康发展，对美国经济和就业也有好处。我愿重申，中国将继续坚定不移推进改革开放，不断完善对外经贸合作法律法规，有效加强知识产权保护，并在自主创新产品认定、政府采购方面一视同仁，一如既往为外国来华投资者提供良好投资环境。

第三，加强中美在国际事务中的沟通协调。进入新世纪，中美关系的战略意义和全球影响更加凸显。中美协调与合作，对维护和促进世界的和平、稳定、繁荣具有重要意义。中美应携手应对全球性挑战，推动通过对话协商和平解决中东、朝鲜半岛等国际地区热点问题，维护世界和地区和平稳定。

我来美之前刚刚出席了在北京举行的“9·19”共同声明发表6周年国际研讨会。昨天，朝韩两国六方会谈团长在北京进行了新一轮接触。近来，美朝之间也进行了一些接触。半岛形势出现缓和迹象。我们希望有关各方的对话势头得到维护并取得积极成果。中方始终认为，六方会谈是推进半岛无核化、维护半岛和东北亚和平稳定的有效平台，尽早重启会谈符合各方共同利益。希望有关各方共同努力，为重启六方会谈创造条件。

下阶段，二十国集团戛纳峰会、亚太经合组织领导人夏威夷非正式会议、巴厘岛东亚峰会将先后举行。中美应保持密切沟通协调，与有关各方一道，为促进区域合作、加强全球治理、推动世界经济强劲平衡可持续发展作出贡献。

女士们、先生们，中美关系不仅关系到中美两国人民的福祉，也影响着世界的未来。维护好、发展好中美关系既是过去40年中美两国领导人和有识之士奋斗的目标，也是我们这一代人义不容辞的责任。在座各位不少是中美关系的见证者和参与者，经历过中美关系的风风雨雨，在不同时期为促进两国关系做出过贡献。你们的关心、支持、参与，是推动中美关系前进不可或缺的重要力量。

中美关系的长远发展归根结底需要两国青年一代的参与和贡献。当前中美青年交流蓬勃发展，中国有13万留学生在美国学习，美国在也积极落实“十万人留学中国计划”。我高兴地看到，美中关系全国委员会和美中贸委会正积极致力于促进两国青年学者、企业家间的交流对话，我认为，越来越多中美两国青年学习彼此的语言、历史、文化，将在中美之间架起一座座友谊与合作的桥梁，把两国和两国人民紧密相连，使中美关系这棵大树更加根深叶茂。

女士们，先生们，新世纪的第一个十年，中美关系总体保持稳定发展。第二个十年中美关系的发展机遇与挑战并存。中美双方应积极落实彼此达成的共识，不断调动两国关系中的积极因素，抑制消极因素，发展合作，排除干扰，共同致力于建设相互尊重、互利共赢的中美合作伙伴关系。我相信，在中美两国政府和各界有识之士共同努力下，中美关系一定能够克服艰难险阻，不断向前发展。

It is a great pleasure to welcome you this evening to help us celebrate the 30th anniversary of the U.S.Consulate General's re-opening in Shanghai.非常高兴欢迎大家今天晚上和我们一起庆祝美国驻上海总领事馆开放30周年。

Having had the pleasure to work briefly at the Shanghai Consulate in 1984 when my husband and I were both aigned to the US embay in Beijing, I am constantly struck by all that has happened in the intervening years.So when I discovered in my office the guest book and invitation list from the reception that formally opened the consulate in April 1980, I began to consider how to commemorate the accomplishments of this consulate over the past 30 years.很高兴能在1984年，我和先生还在美国驻华大使馆工作时，就有机会来到上海。其间发生的很多事情都不时让我颇有感触。以史为鉴，所以当我发现1980年4月正式开放领馆的招待会上的这本书和嘉宾名单时，我很想做点什么来纪念这个领事馆在过去30年里所取得的成就。

The French, Polish, and Japanese Consul Generals, who formed the Shanghai diplomatic corps at that time, were also invited to our reception in 1980.Tonight we've invited their succeors, as well as the UK consulate, which kept poeion of items from the US consulate when we closed in 1950.One is the 48-star flag that flew over that building;it now hangs on the wall here in our current consulate office building.由法国、波兰和日本总领事组成的外交使节团也受邀参加了1980年的招待会。今晚我们邀请了他们的继任，还有英国领事馆。1950年美领馆闭馆时，领馆的物品就保存在英国领事馆。其中有一件物品是我们的国旗，大家在那边的墙上可以看到。

Thirty years ago, when we re-opened our consulate in Shanghai after a 30-year absence, China faced an uncertain future.The country had just emerged from a decade of enormous social, economic and political upheaval.And Deng Xiaoping’s “reform and opening up” was still untested.Since then, China’s commitment to a policy of engagement with the world has proved tremendously beneficial and contributed to the prosperity and stability of the last 30 years.30年前，我们在闭馆30年后重新开放上海领馆时，中国正面临着一个不确定的未来。这个国家刚刚从10年巨大的社会、经济和政治动荡中摆脱出来。邓小平的“改革开放”仍未经证实。从那以后，中国对与世界接轨这一政策的承诺得到了证实，不仅十分有益，也为过去30年的繁荣与稳定作出了贡献。

Thirty years ago, the flow of people between our two countries was extremely limited;during our consulate's first year we iued 1,583 visas.In contrast, last year we iued over 159,000 visas to Chinese citizens traveling to the United States for busine, tourism and to study.You can see from the timeline we have put together how this growth in visas punctuates our history, even as we have had the honor of hosting every US president over the past 30 years.30年前，我们两国之间的人员走动是极为有限的。领馆开放后第一年签发的签证只有1583张。相比之下，我们去年签发给中国公民前往美国进行商务活动、旅游和学习的签证达到了15.9205万张。大家可以从我们整理的30年大事记里看到，签证数量的增长是如何不断书写着我们的历史，我们甚至还在上海接待了30年来的每一任美国总统。
