产生。这样就能把那些思想好、业务水平高、组织能力强，善于团结同志，在教学中有一定威望的骨干教师选拔出来担任各项目组的组长。组长明确工作职责后，签订目标责任书，按规定每月给予岗位津贴，基本上做到了责、权、利结合，增强了组长的工作责任感，调动了他们的积极性。
