oriented and prevention prevailing”;enter into the “highest level of alert” state;and implement the management policy of “Large security, large logistics and environment” and “Unified coordination management”(“Three large and one unified”)to ensure the realization of the goal of zero accident and casualty of Zhuzhou Hi-tech Thermal Power Construction Co., Ltd.Republic of Afghanistan is one of the countries with the highest risk level in overseas areas.Therefore, our company and owners request the foreign units participating in the construction in Afghanistan to enter into the “highest level of alert” state, to prevent all kinds of terrorist incidents in the construction area and ensure the personal safety and equipment and property safety of the enterprise construction staff.Practically, combined with the actual situation of the company and based on the safety and environmental protection priorities of the company and requirements of the security situation analysis report, strengthen overseas anti-terrorist security management;establish the safety concept of “Life first, people oriented and prevention prevailing”;attach great importance to it in the mind, make unremitting efforts in action and put the measures into practice;strengthen camp security investment;establish a sound emergency plan and continue to strengthen the security of the project camp and construction site;take a series of security measures and achieve the goal of zero accident and casualty to provide a solid guarantee for building our company into a world-cla engineering company.1.Camp security measures: To ensure the personal safety of employees of all the construction units and facilitate the centralized and unified management of the Chinese employees, our company has implemented the management policy of “Large security, large logistics and environment” and “Unified coordination management”(“Three large and one unified”)to ensure the work and life safety of employees of the construction units of our company.Under the unified leadership of Afghanistan Regional Company under our company, the management model of “Three large and one unified” is seriously implemented and the company’s project camp is built in the integrated safe camp yard.The camp is complete with safety facilities and equipped with lighting, fire protection and security monitoring facilities and other measures.Management is carried out in strict accordance with the security requirements of our company’s owners;emergency supplies reserve is sufficient and security risks of various types of security incidents existing in Afghanistan's current security situation are fully considered.For the Regional Company camp, profeional armed security company is responsible for the safety and security of Chinese personnel in the whole camp and is composed of national veterans and local armed security personnel with armed security experience;and trained security fleets are required.The camp is guarded by heavily armed security personnel.All personnel and vehicles entering the camp must go through the inspection of camp armed security personnel, and can enter into it after the safety is confirmed.Security personnel need to strengthen strict investigation on local vehicles and personnel, check whether there are bomb device and suspicious object in and under the car.Especially for foreign personnel, vehicles visiting the camp, visiting management program of the regional company must be strictly implemented;Visiting Application Form shall be filled in and personnel, vehicles can enter into the camp after the strict examination and approval of the camp Security Leader as well as the security check.There are two bulletproof walls around the camp;moat, cob wall, bulletproof concrete wall, armed guards and layers of protective measures are adopted.Four lookout towers are set, and security personnel take turns to be on duty and monitor in 24 hours a day.Bullet-proof bunkers are provided in the camp, and emergency exits are set to ensure the safety and timely evacuation of personnel in the event of a terrorist attack.2.Anti-terrorist security measures for site operations According to the minimum requirements of the security program files of the regional company and owners, every time, personnel out of the camp for activities must take the bulletproof security vehicle provided by the Security Fleet Company every day.Each security vehicle has reached the highest bulletproof level of civilian B6 and is equipped with advanced communications equipment and satellite positioning system, emergency aid kit, bulletproof vest and safety helmet for paengers etc.In addition, security personnel of all fleets are required to be armed with guns and ammunition to provide security guard all the way.In accordance with the requirements of the owners, each group of security fleet is composed of 3 bulletproof vehicles and is equipped with 6 armed and trained international security personnel who are international veterans or specially trained local police officers;and each fleet is equipped with 1 Command Captain and 1 profeional emergency first-aider who have profeional practical defense experience, excellent quality and capacity of handling emergency incidents.Each security fleet only carries 4 paengers, so as to quickly transfer the paengers to the spare vehicles for safe evacuation in the event of an emergency or vehicle fault.To regulate the effective, safe and reasonable use of security vehicles, Regulations for the use of security vehicles in Afghanistan Project is developed for Afghanistan Project.For all the security fleets, the Security Department is responsible for the unified coordination of the daily vehicle dispatch management.If personnel of the Project Department go out to work in the field, they must fill in the Car application sheet for the next day before 4:00 pm the day before, and carefully fill in the car uses, destination(detailed location), name, departure time and expected return time, and then submit it to the Security Department for record;and the Security Department will designate someone for the unified coordination and dispatch of a security vehicle.Moreover, the Project Department has also developed requirements of anti-terrorist security, security measures for the employees going out to work in the field:(1)Strictly implement the car application program record management system;strictly control the travel safety of Project Department personnel;reduce unneceary outings;forbid all employees to go outside the camp and construction site for investigating activities except daily work out.(2)Apply to the project leader for approval when carrying out inspection activities outside the work area with special reasons, and confirm the road and regional safety by the Security Fleet Company before going out to ensure safety of our Chinese personnel.(3)Strict comply with the management regulations of security fleet;carefully listen to the brief safety speech of full-time supervision and security fleet captain before every trip;obey the command of the security fleet members during the driving;equip with a bulletproof vest and a bulletproof helmet before getting on;timely fasten the safety belt after getting on;prohibit opening the door and getting off without confirmation of the security personnel on the way or when parking;and even do not secretly relieve the safety protection equipment.Wear the bulletproof vest and bulletproof helmet;do not arbitrarily open the door and get off or relieve the bulletproof vest and safety helmet without confirmation of the security personnel during the driving or after parking.(4)

Check the supplies for personnel(such as: paport, ID, mobile phone, drinking water, gas detector, reserve cash and others)by the Security Department personnel before getting on when going out to work in the field, so as to keep contact with the Security Department personnel, report the location and safety to them in the event of an emergency.(5)Equip with security personnel during field operations for alert protection against the entire operating area and for mine detection inspection;forbid walking on the open sand outside the fence out of the station to prevent explosion damage by mines or other unexploded materials etc.In the event of anomalies or unidentified objects, do not touch, step on, kick or get a closer look at them;immediately report to the security personnel or Security Department while evacuating to the safe zone 100 meters away.(6)If there are questions or exceptions during the driving, timely consult the Security Captain or immediately call the Security Department personnel.(7)When going out for activities, in addition to the safety protection facilities provided by the security fleet, do not put on the local or other national military clothing or play with guns of the security fleet to avoid misunderstanding and conflict;do not touch and take photos of guns of the security fleet.(8)When an emergency occurs(suffering the fire attack by the terrorists), obey the command of security personnel;lie down on the ground or squat as soon as poible;do not run around with a straight body;keep calm, and find a place to hide as soon as poible or evacuate to a safe location.(9)Do not accept food and exotic unknown items given by the strangers outside;do not say hello to or chat with strangers or disclose personal itinerary, personal information to strangers etc.(10)If there is a suspicious person tracking you in the field of vision or an exception event causing personal security threat, immediately tell the security fleet personnel and make phone calls to report it to the security personnel, and quickly leave.
