A Brief Introduction to Baotou Social(Children's)Welfare Institute 包头市社会（儿童）福利院始建于1950年12月，原址位于东河区东营盘梁，1996年迁入现址稀土高新技术产业开发区内。全院占地面积近40000平方米，建筑面积12594平方米。建院近六十年中，累计接收各类“三无人员”和社会救济对象8000余名，现有儿童及中小学生216名，孤寡老人、智障人员和自费休养人员151名。
Baotou Social(Children's)Welfare Institute was built in December, 1950, with its original site in East Ying Pang Liang.In 1996, it was moved to Rare earth hi-tech industries development zones.It covers an area of about 40000 square meters.Its floor area is about 12594 square meters.For nearly sixty years, more than 8000 people with no legal guardian, no working ability and means to make a living and others eligible for social relief got relief from the institute.Now there are 216 children and schoolchildren and 151 elderly people with no family, mentally handicapped and people who rest at their own charge.院内设儿童部、学生管理部、成人部、智障部和老年公寓等护理部门，分别负责儿童、学生、老人的生活、护理及学生的教育与管理工作；设业务科、医务室、康复中心、寄养办、社会工作科等业务部门，分别负责收养人员的出入院登记、家庭寄养、儿童送养、医疗、康复训练等工作。
There are departments for children, for students’ administration, for adults, department for mentally handicapped and department for the elderly which are respectively responsible for the living and nursing of those children, schoolchildren and the elderly as well as the educating and administrating of schoolchildren.Besides, there are many other sections such as operations section, clinics, rehabilitation center, foster care office, and social work section, which are in charge of work like the registration of the adoption, foster care, placing out a child for adoption, medical care, rehabilitation and training.福利院坚持以“全心全意为收养人员服务”为宗旨，科学管理，积极进取，随着国家社会福利事业的迅速发展，在上级部门和社会各界的支持下，不断改善院内生活环境和设施设备，提升服务质量，为老人颐养天年、儿童健康成长创造了良好条件。落实国家“蓝天计划”，新建的少儿楼设计使用功能科学合理，充分体现了“一切为了孩子、为了孩子的一切”的工作理念；残疾儿童技能培训中心设有引导式教育训练室、作业治疗室、大肌能训练室、多感官训练室、感觉统合训练室、物理治疗室、沙盘游戏治疗室。每天可以接收80名儿童进行针对性康复训练；对智障儿童进行特殊教育，设有启蒙班、启智班、图书阅览室、计算机室、音乐室、手工室、模拟小超市等，针对孩子们的年龄、智力生理、心里特点，分类别、分层次地实行个别化和小组化教学。
Baotou Children's Welfare Institute keeps the tenet of “serving the
adopted wholeheartedly” and manages scientifically.With the rapid development of national social welfare undertakings, under the help of superior institutes and all sectors of the community, Baotou Children's Welfare Institute has been enterprising and improving environment and facilities to perfect the quality of services and to create favorable conditions for the elderly to enjoy their time in retirement and children’s healthy growth.We implemented our national project “Blue Sky” and our newly built building for children has highly scientific functions, which fully reveals our work ethics---all for children and for children of all.In the skill training center for disabled children, there are guided educating and training room, occupational therapy room, big muscles training room, multisensory training room, sensory integration training room, physical therapy room, sandplay therapy room, in which 80 children can get targeted training every day.For the mentally handicapped children, we have special education with enlightenment cla, special education cla, the reading room, computer room, music room, Handwork training room, a small supermarket.Individual and group teaching is provided according to children’s ages, physical and mental characteristics.积极争取各种社会资源的支持，福利院先后与中国收养中心、慈善总会、中国社工协会、世界卫生组织香港复康会、英国关爱儿童基金会、美国半边天基金会、中国关爱基金会、BICCO国际救援组织委员会、香格里拉大酒店等国内外慈善组织建立合作关系，获得资金
与技术支持，促进了康复、特教、寄养等工作的发展。成为“全国脑瘫儿童康复示范基地”、“清华大学学生社会实践基地”，并且为呼和浩特市、赤峰市、巴彦淖尔市等周边城市的福利院提供了培训指导。
Striving for variety of social resources Baotou Children's Welfare Institute has built co-operational relationships with China Centre for Adoption Affairs, China Charity Federation, China Aociation of Social Workers , the world health organization--Hong Kong’s rehabilitation Aociation, the British Children's Care Fund, Half the Sky(HTS)Foundation of the united states, China Care Foundation, International Rescue Committee(Beijing International Committee for Chinese Orphans), Shangri-la hotel, from which we got fund and technical support.Therefore, it promoted the development of rehabilitation, fosterage and special education.此外，开展较早的家庭寄养工作和2007年开始引入的社会工作方法，也成为做好老人和孩子的养育与教育工作各显长处的多种方式和新的理念补充。
In addition, the early launch of foster care and social work methods introduced in 2007 are beneficial complement to our methods of rearing and educating work and work ethics.经过不懈努力，福利院的各项工作得到了上级部门和社会各界的充分肯定，并获得了全国模范养老机构、自治区一级福利院、内蒙古自治区文明标兵单位、包头市先进基层党组织、包头市巾帼文明标
兵岗、包头市优秀妇女维权岗、包头市青少年维权岗、共青团包头市红旗团支部、庭院式环境优美单位等荣誉。
Through unremitting efforts, our work was highly appreciated by the superior departments and all walks of life.It was held up as a model institution, First Rate Welfare Institute in Inner Mongolian Autonomous Region, provincial civilized unit, advanced Basic-level party organization of Baotou, Women’s Civilization Kong of Baotou, Excellent Women Rights Protecting Kong, Teenagers Rights Protecting Kong, Advanced League Branch, Beautiful Unit with Garden Structure.
