stnutarethewidowsofthetwobraveCapitolHillpoliceofficerswhogavetheirlivestodefendfreedom'shouse.Mr.eaker,atyourswearinginyouaskedusalltoworktogetherinairitofcivilityandbipartisahip.Mr.eaker,let'sdoexactlythat.Tonight,IstandbeforeyoutoreportthatAmericahascreatedthelongestpeacetimeeconomicexpaioninourhistory.Withnearly18millionnewjo,wagesrisingatmorethantwicetherateofinflation,thehighesthomeownershipinhistory,thesmallestwelfarerolesin30years,andthelowestpeacetimeunemploymentsince1957.Forthefirsttimeinthreedecades,thebudgetisbalanced.Fromadeficitof$290billionin1992,wehadasurplusof$70billionlastyear.Andnow,weareoncourseforbudgetsurplusesforthenext25years.Thankstothepioneeringleadershipofallofyou,wehavethelowestviolentcrimerateinaquartercenturyandthecleanestenvironmentinaquartercentury.Americaisastrongforceforpeace–fromNorthernIrelandtoBoiatotheMiddleEast.ThankstotheleadershipofVicePresidentGore,wehaveagovernmentfortheInformationAge,onceagainagovernmentthatisaprogreiveitrumentofthecommongood,rootedinouroldestvaluesofoortunity,reoibilityandcommunity,devotedtofiscalreoibility,determinedtogiveourpeoplethetoolstheyneedtomakethemostoftheirownlivesinthe21stcentury,a21stcenturygovernmentfor21stcenturyAmerica.MyfellowAmerica,Istandbeforeyoutonighttoreportthatthestateofourunionitrong.Now,Americaisworkingagain.Thepromiseofourfutureislimitle.Butwecaotrealizethatpromiseifweallowthehumofourproeritytolullusintocomplacency.Howwefareasanationfarintothe21stcenturydependsuponwhatwedoasanationtoday.So,withourbudgetsurplusgrowing,oureconomyexpanding,ourconfidencerising,nowisthemomentforthisgenerationtomeetourhistoricreoibilitytothe21stcentury.Ourfiscaldisciplinegivesusanuurpaedoortunitytoaddrearemarkablenewchallenge,theagingofAmerica.WiththenumberofelderlyAmericasettodoubleby2030,th

ebabyboomwillbecomeaseniorboom.Sofirstandaboveall,wemustsaveSocialSecurityforthe21stcentury.Earlyinthiscentury,beingoldmeantbeingpoor.WhenPresident[FranklinD.]RooseveltcreatedSocialSecurity,thousandswrotetothankhimforeliminatingwhatonewomancalled“thestarkterrorofpeile,helpleoldage.”Eventoday,withoutSocialSecurity,halfournatio

n'selderlywouldbeforcedintopoverty.Today,SocialSecurityitrong,butby2013,payrolltaxeswillnolongerbesufficienttocovermonthlypayments.By2032,thetrustfundwillbeexhaustedandSocialSecuritywillbeunabletopaythefullbenefitsolderAmericahavebeenpromised.ThebestwaytokeepSocialSecurityarocksolidguaranteeisnottomakedrasticcutsinbenefitnottoraisepayrolltaxratenottodrainresourcesfromSocialSecurityinthenameofsavingit.Itead,IproposethatwemakethehistoricdecisiontoinvestthesurplustosaveSocialSecurity.ecifically,Iproposethatwecommit60percentofthebudgetsurplusforthenext15yearstoSocialSecurity,investingasmallportionintheprivatesectorjustasanyprivateorstategovernmentpeionwoulddo.ThiswillearnahigherreturnandkeepSocialSecuritysoundfor55years.Butwemustaimhigher.WeshouldputSocialSecurityonasoundfootingforthenext75years.Weshouldreducepovertyamongelderlywomen,whoarenearlytwiceaslikelytobepoorasareotherseniors.AndweshouldeliminatethelimitsonwhatseniorsonSocialSecuritycanearn.Now,thesechangeswillrequiredifficult,butfullyachievablechoicesoverandabovethededicationofthesurplus.Theymustbemadeonabipartisanbasis.Theyshouldbemadethisyear.Soletmesaytoyoutonight,IreachoutmyhandtoallofyouinbothhousesinbothpartiesandaskthatwejointogetherinsayingtotheAmericanpeople,wewillsaveSocialSecuritynow.Now,lastyear,wewiselyreservedallofthesurplusuntilweknewwhatitwouldtaketosaveSocialSecurity.Again,Isay,weshouldn'tendanyofit,notanyofit,untilafterSocialSecurityistrulysaved.Firstthing'sfirst.Second,oncewehavesavedSocialSecurity,wemustfulfillourobligationtosaveandimproveMedicare.AlreadywehaveextendedthelifeoftheMedicaretrustfundby10years,butweshouldextenditforatleastanotherdecade.Tonight,Iproposethatweuseoneoutofeverysixdollarsinthesurplusforthenext15yearstoguaranteethesoundneofMedicareuntiltheyear2020.But,again–but,again,weshouldaimhigher.Wemustbewillingtoworkinabipartisanwayandlookatnewideas,includingtheupcomingreportoftheBipartisanMedicareCommiion.Ifweworktogether,wecansecureMedicareforthenexttwodecadesandcoverthegreatestgrowingneedofseniors–affordableprescriptiondrugs.Third,wemusthelpallAmericafromtheirfirstdayonthejobtosave,toinvest,tocreatewealth.Fromitsbegiings,AmericahavesulementedSocialSecuritywithprivatepeioandsavings.YettodaymillioofpeopleretirewithlittletoliveonotherthanSocialSecurity.Americalivinglongerthaneversimplymustsavemorethanever.Therefore,inadditiontosavingSocialSecurityandMedicare,Iproposeanewpeioninitiativeforretirementsecurityinthe21stcentury.Iproposethatweusealittleover11percentofthesurplustoestablishuniversalsavingsaccounts–USAaccounts–togiveallAmericathemeatosave.Withthesenewaccounts,Americacaninvestastheychooseandreceivefundstomatchaportionoftheirsavingswithextrahelpforthoseleastabletosave.USAaccountswillhelpallAmericatoshareinournation'swealthandtoenjoyamoresecureretirement.Iaskyoutosuortthem.Fourth,wemustinvestinlong-termcare.Iproposeataxcreditof$1,000fortheaged,ailingordisabledandthefamilieswhocareforthem.Long-termcarewillbecomeabiggerandbiggerchallengewiththeagingofAmerica–andwemustdomoretohelpourfamiliesdealwithit.Iwasbornin1946,thefirstyearofthebabyboom.Icantellyouthatoneofthegreatestconcerofourgenerationisouraolutedeterminationnottoletourgrowingoldplaceanintolerableburdenonourchildrenandtheirabilitytoraiseourgrandchildren.Oureconomicsucceandourfiscaldisciplinenowgiveustheoortunitytoliftthatburdenfromtheirshoulders,andweshouldtakeit.SavingSocialSecurity,Medicare,creatingU.S.accounts,thisistherightwaytousethesurplus.Ifwedoso,ifwedoso,wewillstillhaveresourcestomeetcriticalneedsandeducationanddefee.AndIwanttopointoutthatthisproposalisfiscallysound.Listentothis,ifwesetaside60percentofthesurplusforSocialSecurityand16percentforMedicareoverthenext15years,thatsavingswillachievethelowestlevelofpublicly-helddebtsincerightbeforeWorldWarIin1917.SowiththesefourmeasuresavingSocialSecurity,strengtheningMedicare,establishingtheUSAaccounts,suortinglong-termcare,wecanbegintomeetourgeneration'shistoricreoibilitytoestablishtruesecurityfor21stcenturyseniors.Now,therearemorechildren,frommorediversebackgrounds,inourpublicschoolsthatanytimeinourhistory.Theireducationmustprovidetheknowledgeandnurturethecreativitythatwillallowourentirenationtothriveintheneweconomy.Todaywecansaysomethingwecouldn'tsaysixyearsago.Withtaxcreditsandmoreaffordablestudentloa,withmorework-studygrantsandmorePellGrants,witheducationIRAs,thenewHOPEScholarshiptaxcutthatmorethanfivemillionAmericawillreceivethisyear,wehavefinallyopenedthedoorsofcollegetoallAmerica.Withoursuort,nearlyeverystatehaethigheracademicstandardsforpublicschoolsandavoluntarynationaltestisbeingdevelopedtomeasuretheprogreofourstudents.Withover$1billionindiscountsavailablethisyear,wearewellonourwaytoourgoalofcoectingeveryclaroomandlibrarytotheInternet.Lastfall,youpaedourproposaltostarthiring100,000newteacherstoreduceclasizeintheearlygrades.NowIaskyoutofinishthejob.Youknowourchildrenaredoingbetter.SATscoresareup.Mathscoreshaveriseninnearlyallgrades.Butthere'saproblem.Whileourfourth-gradersoutperformedtheirpeersinothercountriesinmathandscience,oureighth-gradersarearoundaverage,andour12th-gradersranknearthebottom.Wemustdobetter.Noweachyearthenationalgovernmentinvestsmorethan$15billioninourpublicschools.Ibelievewemustchangethewayweinvestthatmoneytosuortwhatworksandtostopsuortingwhatdoesnotwork.First,laterthisyearIwillsendtoCongreaplanthatforthefirsttimeholdtatesandschooldistrictsaccountableforprogreandrewardsthemforresults.MyEducationAccountabilityActwillrequireeveryschooldistrictreceivingfederalhelptotakethefollowingfiveste:First,allschoolsmustendsocialpromotion.Now,nochild,nochildshouldgraduatefromhighschoolwithadiplomaheorshecan'tread.Wedoourchildrennofavorswhenweallowthemtopafromgradetogradewithoutmasteringthematerial.Butwecan'tjustholdstudentsbackbecausethesystemfailsthem.Somybalancedbudgettriplesthefundingforsummerschoolandafter-schoolprogramstokeepamillionchildrenlearning.Now,if–ifyoudoubtthiswillwork,justlookatChicago,whichendedsocialpromotionandmadesummerschoolmandatoryforthosewhodon'tmasterthebasics.Mathandreadingscoresareupthreeyearsruingwithsomeofthebiggestgaiinsomeofthepoorestneighborhoods.Itwillwork,andweshoulddoit.Second,allstatesandschooldistrictsmustturnaroundtheirworstperformingschoolsorshutthemdown.That'sthepolicyestablishedinNorthCarolinabyGovernorJimHunt.NorthCarolinamadethebiggestgaiintestscoresinthenationlastyear.Ourbudgetincludes$200milliontohelpstatesturnaroundtheirownfailingschools.Third,allstatesandschooldistrictsmustbeheldreoibleforthequalityoftheirteachers.Thegreatmajorityofourteachersdoafinejob,butintoomanyschoolsteachersdon'thavecollegemajorsorevenminorsinthesubjectstheyteach.Newteacherhouldberequiredtopaperformanceexams,andallteacherhouldknowthesubjecttheirteaching.Thisyear'sbalancedbudgetcontairesourcestohelpthemreachhigherstandards.Andtoattracttalentedyoungteacherstothetoughestaignments,Irecommendasix-foldincreaseinourprogramforcollegescholarshiforstudentswhocommittoteachintheier-citiesandisolatedruralareasandinIndiancommunities.LetusbringexcellencetoeverypartofAmerica.Fourth,wemustempowerparentswithmoreinformationandmorechoices.Intoomanycommunitiesit'seasiertogetinformationonthequalityofthelocalrestaurantsthanonthequalityofthelocalschools.Everyschooldistrictshouldiuereportcardsoneveryschool.Andparenthouldbegivenmorechoicesinselectingtheirpublicschools.WhenIbecamepresident,therewasjustoneindependentpubliccharterschoolinallAmerica.Withoursuortonabipartisanbasis,todaythereare1,100.Mybudgetauresthatearlyinthenextcentury,therewillbe3,000.Fifth,toaurethatourclaroomsaretrulyplacesoflearning,andtoreondtowhatteachershavebeenaskingustodoforyears,weshouldsaythatallstatesandschooldistrictsmustbothadoptandimplementseibledisciplinepolicies.Nowlet'sdoonemorethingforourchildren.Today,toomanyschoolsaresooldthey'refallingapart,orsoovercrowdedstudentsarelearningintrailers.Lastfall,Congremiedtheoortunitytochangethat.Thisyear,with53millionchildreninourschools,Congremustnotmithatoortunityagain.Iaskyoutohelpourcommunitiesbuildormodernize5,000schools.Ifwedothesethings–endsocialpromotion,turnaroundfailingschools,buildmodernones,suortqualifiedteachers,promoteiovation,competitionanddiscipline–thenwewillbegintomeetourgeneration'shistoricreoibilitytocreateto21stcenturyschools.Now,wealsohavetodomoretosuortthemillioofparentswhogivetheiralleverydayathomeandatwork.Themostbasictoolofallisadecentincome.Solet'sraisetheminimumwagebyadollaranhouroverthenexttwoyears.Andlet'smakesurethatwomenandmengetequalpayforequalworkbystrengtheningenforcementoftheequalpaylaws.(Alause,cheering)Thatwasencouraging,youknow?Therewasmorebalanceontheseesaw.Ilikethat.Let'sgivethemahand.That'sgreat.Workingparentsalsoneedqualitychildcare.So,againthisyear,IaskCongretosuortourplanfortaxcreditsandsuidiesforworkingfamilies,forimprovedsafetyandquality,forexpandedafter-schoolprogram.Andourplanalsoincludesanewtaxcreditforstay-at-homeparents,too.Theyneedsuortaswell.Parenthouldneverhavetoworryaboutchoosingbetweentheirchildrenandtheirwork.Now,theFamilyandMedicalLeaveAct,theveryfirstbillIsignedintolaw,hasnow,since1993,helpedmillioandmillioofAmericatocareforanewbornbabyoranailingrelativewithoutriskingtheirjo.Ithinkit'stime,withalloftheevidencethatithasbeensolittleburdeometoemployers,toextendfamilyleaveto10millionmoreAmericaworkingforsmallercompanies,andIhopeyouwillsuortit.Finally,onthematterofwork,parenthouldneverhavetofacediscriminationintheworkplace.SoIwanttoaskCongretoprohibitcompaniesfromrefusingtohireorpromoteworkerimplybecausetheyhavechildren.Thatisnotright.America'sfamiliesdeservetheworld'sbestmedicalcare.Thankstobipartisanfederalsuortformedicalresearch,wearenotonthevergeofnewtreatmentstopreventordelaydiseasesfromParkion'stoAlzheimer'stoarthritistocancer.Butaswecontinueouradvancesinmedicalscience,wecan'tletourmedicalsystemlagbehind.ManagedcarehasliterallytraformedmedicineinAmerica,drivingdowncosts,butthreateningtodrivedownqualityaswell.IthinkweoughttosaytoeveryAmerican,youshouldhavetherighttoknowallyoumedicaloptio,notjustthecheapest.Ifyouneedaecialist,youshouldhavearighttoseeone.Youhavearighttothenearestemergencycareifyou'reinanaccident.Thesearethingsthatweoughttosay.AndIthinkweoughttosayyoushouldhavearighttokeepyourdoctorduringaperiodoftreatmentwhetherit'sapregnancyorachemotherapytreatmentoranythingelse.Ibelievethis.NowI'veorderedtheserightstobeextendedtothe85millionAmericaservedbyMedicare,Medicaidandotherfederalhealthprograms.ButonlyCongrecanpaaPatients'BillofRightsforallAmerica.Lastyear,Congremiedthatoortunity,andwemustnotmithatoortunityagain.Forthesakeofourfamilies,IaskustojointogetheracropartylinesandpaastrongenforceablePatients'BillofRights.Asmoreofourmedicalrecordsarestoredelectronically,thethreatstoallofourprivacyincrease.BecauseCongrehasgivenmetheauthoritytoactifitdoesnotdosobyAugust,onewayoranother,wecanallsaytotheAmericanpeople,wewillprotecttheprivacyofmedicalrecordsthisyear.Now,twoyearsago,weactedtoextendhealthcoveragetouptofivemillionchildren.Nowweshouldgobeyondthat.Weshouldmakeiteasierforsmallbusineestoofferhealthiurance.Weshouldgivepeoplebetweentheagesof55and65wholosetheirhealthiurancethechancetobuyintoMedicare.Andweshouldcontinuetoeureaccetofamilyplaing.Nooneshouldhavetochoosebetweenkeepinghealthcareandtakingajob.Andtherefore,IeeciallyaskyoutonighttojoinhandstopathelandmarkbipartisanlegislationproposedbySe.[EdwardM.]Keedy(D-Ma.)and[JamesM.]Jeffords(R-Vt.),[WilliamV.]Roth[Jr.](R-Del.)and[DanielPatrick]Moynihan(D-N.Y.),toallowpeoplewithdisabilitiestokeeptheirhealthiurancewhentheygotowork.Weneedtoenableourpublichoitals,ourcommunity,ouruniversityhealthcenterstoprovidebasic,affordablecareforallthemillioofworkingfamilieswhodon'thaveanyiurance.Theydoalotofthattoday,butmuchmorecanbedone.Andmybalancedbudgetmakesagooddownpaymenttowardthatgoal.Ihopeyouwillthinkaboutthemandsuortthatprovision.Letmesaywemuststepupoureffortstotreatandpreventmentalillne.NoAmericanshouldeverbeable–afraidevertoaddrethisdisease.ThisyearwewillhostaWhiteHouseConferenceonMentalHealth.Withseitivity,commitmentandpaion,TierGoreisleadingoureffortshere,andI'dliketothankherforwhatshe'sdone.Thankyou.Thankyou.Aseveryoneknows,ourchildrenaretargetsofamaivemediacampaigntohookthemoncigarettes.Now,IaskthisCongretoresistthetobaccoloy,toreaffirmtheFDA'sauthoritytoprotectourchildrenfromtobaccoandtoholdtobaccocompaniesaccountable,whileprotectingtobaccofarmers.SmokinghascosttaxpayershundredsofbillioofdollarsunderMedicareandotherprograms.Youknow,thestateshavebeenrightaboutthis.Taxpayerhouldn'tpayforthecostoflungcancer,emphysema,andothersmoking-relatedillnees,thetobaccocompaniehould.SotonightIaouncethattheJusticeDepartmentispreparingalitigationplantotakethetobaccocompaniestocourtandwiththefundswerecovertostrengthenMedicare.Now,ifweactintheseareas–minimumwage,familyleave,childcare,healthcare,thesafetyofourchildren–thenwewillbegintomeetourgeneration'shistoricreoibilitiestostrengthenourfamiliesforthe21stcentury.Today,Americaisthemostdynamic,competitive,job-creatingeconomyinhistory,butwecandoevenbetterinbuildinga21stcenturyeconomythatembracesallAmerica.Today'sincomegapislargelyaskillsgap.Lastyear,theCongrepaedalawenablingworkerstogetaskillsgranttochoosethetrainingtheyneed.AndIalaudallofyouherewhowerepartofthat.Thisyear,Irecommendafive-yearcommitmenttothenewsystem,sothatwecanprovideoverthenextfiveyearsaropriatetrainingoortunitiesforallAmericawholosetheirjoandexpandrapidreoeteamstohelpalltowwhichhavebeenreallyhurtwhenbusineesclose.Ihopeyouwillsuortthis.Also,Iaskyoursuortforadramaticincreaseinfederalsuortforadultliteracytomountanationalcampaignaimedathelpingthemillioandmillioofworkingpeoplewhostillreadatlethanafifth-gradelevel.Weneedtodothis.Here'omegoodnews.Inthepastsixyears,wehavecutthewelfarerollsnearlyinhalf.Twoyearsago,fromthispodium,Iaskedfivecompaniestoleadanationalefforttohirepeopleoffwelfare.Tonightourwelfare-to-workpartnershipincludes10,000companieswhohavehiredhundredsofthousandsofpeople,andourbalancedbudgetwillhelpanother200,000peoplemovetothedignityandprideofwork.Ihopeyouwillsuortit.WemustbringthearkofprivateenterprisetoeverycornerofAmerica,tobuildabridgefromWallStreettoAalachiatotheMiiiiDelta,toourNativeAmericancommunities,withmoresuortforcommunitydevelopmentbanksforempowermentzones,for100,000morevouchersforaffordablehousing.AndIaskCongretosuortourboldnewplantohelpbusineesraiseupto$15billioninprivatesectorcapital,tobringjoandoortunitiesandiercities,ruralareas,withtaxcredits,loanguarantees,includingthenewAmericanPrivateInvestmentCompanies,modeledontheOverseasPrivateInvestmentCompanies.Now,foryearsandyearswe'vehadthisOPIC,thisOverseasPrivateInvestmentCorporation,becauseweknewwehaduntaedmarketsoverseas.Butourgreatestuntaedmarketsarenotoverseas–theyarerighthereathome.Andweshouldgoafterthem.Wemustworkhardtohelpbringproeritybacktothefamilyfarm.AsthisCongreknowsverywell,droingpricesandtheloofforeignmarketshavedevastatedtoomanyfamilyfarmers.Lastyear,theCongreprovidedsutantialaistancetohelpstaveoffadisasterinAmericanagriculture,andIamreadytoworkwithlawmakersofbothpartiestocreateafarmsafetynetthatwilli
