15.Post office sends the accepted EMS items to Office of Exchange or to the nearby sorting center which in turn forwards to OE邮局把收寄到的EMS快件发送至交换局,或者附近的分拣中心,再依次发至交换局。
16.Mails are exchanged by administrations through ‘offices of exchange’(“OEs”).邮件被邮政机构通过“互换局”进行交换。(邮政机构通过“互换局” 交换邮件。)
