甲方 ：操作公司乙方：单据持有人

一、乙方提供银行亿美元或欧元银行有价票据，[现金活期存款（POF）定期存款（CD）银行本票保管单（SKR）银行保函（BG）银行备用信用证（SBLC），等]银行有价票据依据，授权查询函、法人护照彩印件，企业存款另需董事会决议，商务登记。

二、甲方收到乙方提供的，银行有价票据等资料后，即安排操作银行对开证银行查询。经查证属实后，乙方与作业方（香港或国内）签订金融交易合同，及有关文件，签不可撤消承诺，给有关人员。

四、甲方作业银行收到开证银行SWIFT发到的全部票据文件，经确认无误

后，则向开证银行发出有条件的，不可撤销的银行付款指令（1CBPO）。

4.Party’s A Operate Bank after received all securities document from iuing

bank send by SWIFT, through verify and authenticate, the iuing bank shall send out, Irrevocable, Conditional, Bank Payment Order.五、开证银行收到有条件付款指令（1CBPO）即将银行己用SWIFT发出到

操作银行票据原件，用银行专递发送到操作方银行。经确认后付款指令即解付，甲方根据双方合同约定，即支付１%资金到双方及有关人员帐户支付前期工作费用，另所剩全部資金将被操作方，银行内部锁定上盘作业。

九、此操作程序限定银主金额不能少于貸款額5亿美元。少于5亿程序方
