《群体性突发事件专项应急预案》是《突发事件总体应急预案》的支持性文件。阐述了预案适用范围和事件分级,明确了应急组织体系与职责、预防和预警、应急响应、应急保障等要求,用于指导群体性突发事件应急处置工作。

《群体性突发事件专项应急预案》经库车勘探开发项目经理部HSE管理委员会审议通过,现正式发布。

1.1 风险分析

项目经理部生产经营区域广、战线长,在生产经营活动中,经常涉及例如:钻井井场用地、油气管网的铺设、进入油气田的道路及桥梁土地征用等业务。生产经营场所当地社会经济结构多元化,承包商公司性质复杂,区域内有发生规模性群体上访和非正常赴乌进京上访等群体性突发事件的风险。一旦发生,可能出现上访人聚众封堵油田交通,围攻油田办公、生产和生活场所等过激行为,影响项目经理部的正常生产生活秩序;上访人到北京市或乌鲁木齐市等重要区域群访、缠访、闹访,可能引发舆论关注和网络恶意炒作,给项目部和油田公司带来恶劣的社会影响。

1.2 预防措施

项目经理部根据国家和油田公司相关规定、制度要求,建立维护稳定制度体系,落实各部门领导班子维护稳定工作责任和指标,畅通内部信访渠道;保持和地方政府的密切沟通,加强承包商队伍的管理,做好苗头控制,确保群体性突发事件各项预防措施落实到位,把群体性突发事件消除在萌芽状态。

1.3 适用范围

本预案适用于项目经理部区域内发生的5人以上(含5人)群体上访或赴乌进京上访,及其衍生的各类突发事件应急处置工作。

项目经理部所辖业务范围的所有承包商应编制群体性突发事件专项应急处置预案。

1.4 事件分级

群体性突发事件不分级。组织机构与职责

2.2 工作职责

a)负责指挥群体性事件应对处置工作;

b)负责了解群体性突发事件具体情况,及时向项目经理部应急小组汇报事件状况;

c)根据事件发展的趋势,采取有效应对措施,防止事件扩大升级; d)制定具体保护人员、保护设备安全的控制措施,保护员工、设备设施安全;

e)负责区域内群体性突发事件的现场劝导送返工作; f)负责区域内上访群体的处置和劝返工作; g)负责群体性突发事件处置工作总结。

参照项目经理部的《突发事件总体应急预案》第2章,现场应急指挥部根据需要临时成立,一般下设处置组、劝返组、协调组,负责群体性突发事件应急处置工作。涉及赴乌进京的群体性突发事件。

 处置组:综合办配合油田相关人员,负责区域内群体性突发事件的现场处置工作;

 劝返组:由综合办、生产运行科等相关部门工作人员组成;

 协调组:事发区域项目负责人组成。牵头当地政府、承包商共同处理相关群体性突发事件,同时配合油田公司处理其他事宜。应急响应

3.1 预警

项目经理部根据油田公司的预警通知、收集到的涉稳舆情及各单位及承包商上报的有关信息,组织进行分析、研究判断,必要时报油田公司应急领导小组批准后进行以下预警:

a)组织制定并落实相关控制措施; b)通知有关单位做好应对准备;

c)预警条件不再成立时,报应急领导小组同意后解除预警。3.2 应急响应

3.2.1 信息报告

发生群体性突发事件,现场负责人应第一时间向直属单位报告,直属单位应立即向项目经理部综合办和应急管理办公室报告;若事件特别重大、情况特别紧急,现场可直接报告维护稳定工作办公室(24小时值班电话:0996-2171117)和油田办公室(党工委办公室)。

符合以下条件之一,经项目经理部应急领导小组决定,启动本预案:  发生群体性突发事件;

 事发单位或者承包商请求项目经理部支援。3.2.3 应急机构响应程序

a)项目经理部应急领导小组组长或副组长下达应急预案启动指令; b)按照维护稳定工作办公室安排开展工作;

c)接受油田公司应急领导小组安排的任务,部署项目经理部的应急处置工作。

3.2.4 现场应急抢险程序

3.2.4.1 区域内群体性突发事件按照以下程序进行处置: a)确认掌握事发现场情况;

b)组织相关力量实施警戒,制定落实安全防范措施; c)组织现场聚集人员有序退散;

d)制定应急处置方案,报应急领导小组批准后实施; e)需要上级和油田公司支援的,报应急领导小组请求支援。3.2.4.2 赴乌进京群体性突发事件按以下程序进行处置: a)赴乌进京工作组立即赶赴事发地点;

b)组织现场聚集人员有序退散;

c)制定应急处置方案,报应急领导小组批准后实施; d)需要上级和油田公司支援的,报应急领导小组请求支援。3.2.5 应急状态解除

按《突发事件总体应急预案》5.3.4的要求。群体性突发事件处置原则

4.1 源头化解原则

任何群体性突发事件都有其深厚的历史渊源和现实诱因,应强化涉稳信息的搜集、分析、报送和研究判断,强化苗头性、倾向性信息的捕捉,加强与地方政府和承包商的沟通,力求在源头化解矛盾隐患。

4.2 主动避险原则

发生群体性突发事件时,其他员工及群众应主动避险,不参与、不围观、不起哄,避免不必要的人身伤害和财产损失。

4.3 以人为本原则

发生群体性突发事件时,事发单位或者承包商应立即上报并启动应急预案进行处置,坚决避免因工作方式不当激化矛盾。遇有人员伤亡情况,应立即组织力量开展人员救治。对群众的合理合法诉求,应从速办理解决,维护群众核心利益。附则

5.1 制订与解释

本预案由项目经理部应急办公室组织制订并负责解释。5.2 预案的实施 本预案自发布之日起实施。
