洛阳牡丹花会，全国四大名会之一，始于1983年，已经成功举办29届。2010年11月，经文化部正式批准，洛阳牡丹花会升格为国家级节会，更名为“中国洛阳牡丹文化节”，由文化部和河南省人民政府主办。在洛阳中国国花园，牡丹绵延数公里，或怒放、或含苞，喜迎四方宾朋，节会持续一个多月。2011年第29届洛阳牡丹文化节在北京市和上海市同时设分会场，举办丰富多彩的节会活动。1982年9月21日,洛阳市人大常委会通过决议，将牡丹花作为洛阳市“市花”，每年根据牡丹开放情况于4月某日至5月某日举办洛阳牡丹花会。从1983年至今（2011年），洛阳已连续成功地举办了29届牡丹花会。二十多年来,市委、市政府坚持贯彻“以花为媒，广交朋友，宣传洛阳，扩大开放”的指导思想，“洛阳搭台，全省唱戏”，将牡丹花会办成一个融赏花观灯，旅游观光，经贸合作与交流为一体的大型综合性经济文化活动。洛阳牡丹花会已经成为全市人民政治、经济、文化生活中的一件大事，已经成为洛阳人民不可或缺的盛大节日，已经成为洛阳发展经济的平台和展示城市形象的窗口，洛阳走向世界的桥梁和世界了解洛阳的名片。同时，也已成为企业展示实力、树立形象、宣传扬名的极佳平台和舞台。中国传统文化中，牡丹雍容华贵，端庄富丽而引发人们诸多联想，派生出与之相关联的文化象征意义，并形成牡丹文化的基本内涵。在人民群众的心目中，牡丹是美的化身，纯洁与爱情的象征。国尊繁荣昌盛，家重富贵平安，人喜幸福吉祥，这些特点和寓意，牡丹兼而有之。
Luoyang Peony Fair, one of china’s four famous festivals, began in 1983, has succefully organized 29 times.In November 2010, approved by the Ministry of Culture, Luoyang Peony Fair was upgraded as a national festival to and renamed as “China Luoyang Peony Culture Festival”.It is organized by the Ministry of Culture and the People's Government of Henan Province.In Luoyang, China country garden, peony, stretching for several kilometers, in full bloom or bud, welcome the guests from all over the world.The festival will last more than a month.In 2011 , the 29th Luoyang Peony Culture Festival set branch venues in Beijing and Shanghai at the same time, holding rich and colorful festival activities.On September 21, 1982, the Standing Committee of Luoyang Municipal People's Congre paed a resolution, taking peony as the “city flower” of Luoyang.According to the Peony’s flowering time , Luoyang Peony Fair is held on a certain day from April to a certain day in May every year.From 1983 to today(2011), Luoyang has succefully held 29 Peony Fairs.Over the twenty years, the municipal committee and the municipal government have been adhering to the guiding ideology of “taking flower as medium, making friends, publicizing Luoyang, opening wider to the outside world" and using Luoyang to set up the stage to let the whole province put on a show, making Luoyang Peony Fair become a large comprehensive economic and cultural activity that integrates enjoyment of blooms and lanterns, tourisms, economic and trade cooperation and exchanges.Luoyang Peony Fair has become a major event in citizens’ political, economic, and cultural life, an integral part of the grand festival of Luoyang people, an platform for Luoyang’s economic development and a window to display the city's image and a bridge for Luoyang’s going to the world and a name card for the world to know Luoyang.At the same time, it has become an excellent platform and stage for enterprises to show their strength, establish their images and have their names up.
