【中文摘要】为了更好地解决海关在对外贸易监管中有效与便利这一矛盾,本文试图通过对海关进出口风险管理的系统介绍,说明风险管理在海关进出口监管中解决该矛盾的理念指导、实践运用及取得的成效。同时研究学习先进进国家海关推进海关风险管理的特点和经验,对比中国海关实际,分析指出目前中国海关进出口风险管理仍然存在的问题。着眼于整体防控风队、提高通关效率,提出具体的措施和对策,探求运用风险管理解决海关进出口问题的途径和方式：在全面推行海关进出口风险管理的基础上实行差别化管理,建立统一的风险管理大系统。
