（一）不断拓宽国际反恐斗争合作领域，使恐怖分子无处藏身。对恐怖主义“一地策划、异地实施”的活动形式，国际反恐斗争合作用双边合作方式较有成效。用具体的措施来充实完善各种反恐协议、协定与公约，国际反恐斗争合作的领域也应随之不断扩大。使恐怖分子难逃法律的制裁。

（二）从挖掘恐怖主义的根源着手加强综合治理。恐怖主义披着民族的、宗教的伪装。贫困、不公正现象、种族冲突等在一定程度上滋养了恐怖主义。要彻底铲除恐怖主义，也应注重解决经济发展、社会进步的不平衡，缓解国际社会矛盾，减少冲突，防止潜在恐怖主义的出现。

（三）加强联合国在国际反恐怖斗争中的主导作用。反恐斗争是一项长期的任务，一项复杂的工程，以联合国为框架，建立和完善全球性的反恐斗争合作机构，是彻底解决恐怖主义问题的根本出路。
