Tackling climate change through standards
The world is facing a critical challenge.Increasing greenhouse gas emiions are raising the earth's average temperature.As a result, dramatic climate change is forecast and global scientific opinion predicts enormous developmental, economic, social and environmental strees on our planet.Leading climate change experts have put forward a series of practical solutions to tackle climate change.These solutions include the technical standards published by the world's three leading international standardization organizations: the International Electro technical Commiion(IEC), the International Organization for Standardization(ISO)and the International Telecommunication Union(ITU).In its groundbreaking report published in 2007, the Intergovernmental Panel on Climate Change(IPCC)cited technical standards, like those published by the IEC, ISO and ITU, as a means of mitigating climate change now, while offering the potential to reduce its effects in the future as new technologies are developed and mature.The three global organizations are coordinating their work to ensure that government, busine and society are provided with the neceary tools to help combatglobal climate change and to support the reduction1
in greenhouse gas emiions by increasing energy efficiency, while facilitating sustainable development.The standards produced by the three organizations reach acro all sectors identified in the IPCC report where mitigation technologies, policies and measures constraints and opportunities exist, including energy supply, transport, buildings, industry, agriculture, forestry, and waste.The IEC, ISO and ITU offer a system of standardization whose output includes standards for the following aspects of the fight against climate change
Monitoring and measurement of greenhouse gas emiions
Measuring the carbon footprint of networks and products
Designing and building energy efficient homes and workplaces
Benchmarking for good practices including environmental and energy efficiency labeling
Promoting good practice for environmental management and design, and for energy management
Dieminating innovative technologies that promise to help reduce the effects of climate change,Fostering the introduction of new energy-efficient technologies and services
International standards offer policy makers, industry and users the
common tools they need to work together on tackling climate change.The three partner organizations also offer a comprehensive system in which nations and the private sector can participate to establish the priorities for tackling climate change in the years ahead.As such, they offer practical solutions with the potential to be used as part of any international agreement following on from the Kyoto Protocol.Standards from the IEC, ISO and ITU offer the world's governments and industry the best poible benchmarks to be referenced in any policy making decisions or future climate treaties.The three organizations are working together with other international organizations to ensure that participants at the upcoming United Nations Climate Change Conference on 7-18 December 2009 in Copenhagen, Denmark, will be fully aware of the solutions offered by existing and future International Standard.2009年世界标准日祝词

当今世界正面临着严峻的气候变化带来的挑战。不断增加的温室气体排放导致地球的平均气温持续攀升。据此预测，未来将发生剧烈的气候变化，科学家们还预测，我们共同生活的星球将面临着经济、社会
发展所带来的环境压力。
为此，权威专家已就应对气候变化提出了一系列的解决方案，这些方案就包括由全球三大权威标准化组织——国际电工委员会（IEC）、国际标准化组织（ISO）和国际电信联盟（ITU）制定发布的技术标准。
2007年，联合国政府间气候变化专门委员会（IPCC）发布的报告中引用了IEC、ISO和ITU发布的技术标准，并指出，这些标准是当前减缓气候变化的一种技术途径，而且随着相关新技术的不断发展和成熟，标准将越来越为减小气候变化的影响发挥重要作用。
三大国际标准化组织共同协作，向政府、行业和社会提供应对气候变化的必要手段，并通过提高能源效率来减少温室气体排放，从而促进可持续发展。
三大组织制定的标准覆盖了IPCC报告中减排技术、政策法规、控制措施、存在的机遇等所有方面，及其涉及的能源供给、运输、建筑、工业、农业、林业以及废弃物处理等诸多领域。
IEC、ISO和ITU提供了一个系统的标准化解决方案，包括如下领域应对气候变化的标准：
1.监测温室气体排放；
2.测算网络及产品的碳足迹；
3.设计并建造高能效的住宅和工作场所；
4.环境和能效标识良好行为的衡量基准；
5.促进环境管理、设计以及能源管理良好行为准则；
6.推广有助于减缓气候变化的新技术；
7.推动采用提高能效的新技术与服务。
国际标准为政策制定者、行业和用户提供携手应对气候变化的通用工具。三大标准化组织还提供一个完整的体系，使得国家和私有部门都能在今后享有优先制修订应对气候变化标准的权利。同样，三大标准化组织还能够提供可行的应对气候变化的解决方案，这些方案很可能成为《京都议定书》之后其它国际协议的组成部分。
IEC、ISO和ITU制定的标准给全球的各国政府和企事业单位提供了最佳基准，使之可以在政策制定和未来的气候议定书中加以参考引用。三大组织还正在与其他国际组织共同努力，争取在2009年12月7日-18日丹麦哥本哈根召开的联合国气候变化大会上，确保代表们都能充分意识到，已有和即将制定的国际标准都将为气候变化提供有效的解决方案。
