CHEMICAL WAREHOUSE EMERGENCY RESPONSE PLANS 为了确保对化工产品等火灾，爆炸，泄漏等紧急情况做出响应，尽可能减少由于紧急情况或意外事故造成的公司损失和对环境造成的严重破坏，将对人身造成的伤害降低到最低限度。The Purpose is to ensure that chemical leakages, fire outbreaks and explosion are responded to in a timely and effective manner in order to minimize company loes due to property damages and physical and mental injury to employees as well as limit the damage to the environment.一、建立紧急工作组
一、First, The establishment of Emergency Response Working Group 1.1CCS公司物流供应部成立应急小组，由部门负责人为组长，库管为副组长，其他各岗位责任人为成员。
1.1 CCS Supply and Logistics emergency team has been established and is headed by the head of the Department(Mr.Li), Vice team leader is Mr.Che and aisted by other senior Supply department officials.1.2组长领导各成员针对潜在的紧急情况进行检查及发生紧急情况时的指挥工作。
1.2 The Team Leader and the senior members of the department work should routinely aes potential emergency situations and contact SHE personnel in the event of an emergency.1.3副组长具体负责对潜在的紧急情况日常检查和发生紧急事故时协助组长做好指挥工作。1.3 Leader responsible should take charge during emergency situations and the vice team Leader is responsible for carrying out routine inspections and reporting any unusual findings.1.4成员负责化学品泄漏，爆炸与火灾的应急响应工作，协助组长在发生紧急情况时向应急服务部门联系等工作。

二、可能发生的紧急情况。
二、Second, The Emergency Situations That May Occur.2.1化工库负责化学品和危险化学品的装卸，保管，发放，在整个过程中哪一个环节操作不当，都有可能发生紧急情况。
2.1 During and in the proce of handling, cleaning, storage and distribution of chemicals and hazardous substances as well as improper operation of various apparatus, there may be potential emergency situations resulting from spillages or damages.2.2危险化学品在装卸过程中，如不轻拿轻放，将会导致包装物破裂，危险品泄漏，造成土壤污染，灼伤人员。
2.2 During loading and offloading of hazardous chemicals, if not handled with care, will lead to rupture of the packaging resulting in leaks and consequently causing soil pollution, burns to personnel or even damage to company property.2.3危险化学品如不专仓专储，特别是化学性能相抵触的混放时，将会发生爆炸，火灾，造成人身伤害，环境污染。
2.3 Specific chemicals and other hazardous substances should be stored in specifically designated warehouses such as chemical warehouse for liquids only for liquids etc.to prevent the congruence of chemicals with incompatible properties leading to explosions, fire, injury or environmental pollution.2.4危险品仓库不采用防爆型灯具，在库房附近进行明火和产生火花的作业将会发生意外事故。
2.4 Chemical warehouses should only have explosion-proof lamps to provide illumination to forestall or prevent poible outbreaks of fire or explosions.2.5灭火器，消防沙，等消防器材配备达不到要求，将会使紧急事故得不到及时控制，从而使事态扩大。
2.5 Fire extinguishers, sand, and other equipment and materials used to quench fire should be present and fully operational at all times.2.6防火标志不醒目，运输相关方，领料人员携带火种进入库房是发生事故的潜在威胁。
2.6 There should be sufficient and appropriate signage and labels in the warehouse to dieminate and communicate relevant information is a clear and legible manner.三、应急预案
3.1发生紧急事故时，发现人应立即通知组长和副组长，同时要保持清醒的头脑，根据事故发生的原因，性质及特点，并利用现有的应急材料在保证人身安全的前提下进行切实有效的抢救，应按照先人员后物资，先重点后一般的原则进行。对受伤的人员应采取正确的方法帮助其脱离伤害，将伤员撤离到安全区，以免再次伤害，在进行事故抢险的过程中要注意保护好事故现场。
3.1 When an emergency occurs, notify the team leader and vice leader immediately, while maintaining a cool head and also administer any quick action that the situation may reasonably entail such as applying sand to the affected area provided it is safe to do.3.2 组长，副组长在接到电话后立即组织人员赶到现场救援，并根据事态的发展决定是否通知消防部门，医院等相关单位增援，报警时一定要讲明发生事故的具体地点，燃烧，爆炸，物资的品种，火势情况，人员受伤情况。
3.2 The Team leader or vice team leader should, upon receiving the notification immediately call and organized emergency rescue personnel from the SHE department to take charge and handle the situation 3.3CCS公司化学仓库主要有油漆、酒精、乙二胺等易燃液体，酸性、碱性腐蚀性物品，易燃固体、遇湿易燃物品、氧化剂和有机过氧化物、毒害品等。
3.3 CCS Chemical warehouse mainly has paint, alcohol and other flammable liquids as well as Acid, corrosive chemicals including solid flammable chemicals.In addition，the warehouse has chemical that may lead to explosions when they come into contact with water as well as oxide chemicals and other toxic chemicals 3.4要禁止站在下风方向和不佩戴氧气呼吸器或空气呼吸器等防毒面具扑救火灾。
3.4When attempting to quench a fire ensure that you are positioned in favour of the wind direction and not against its direction.In addition, ensure that you are wearing the required and full PPE.3.5在处理应急案时，先了解库房中的化学物品，使用合理得当的方式灭火，切忌不要贸然灭火，以免发生化学反应，造成二次伤害。库房中有的物品遇水后产生可燃的碳氢化合物（气体），同时放出热量引起燃烧、爆炸。例如碳化钙遇水产生乙炔气，氧化剂中的过氧化物与水反应，能放出氧加速燃烧，上述物品发生火灾后，主要用干砂土扑救。盐酸、硫酸、硝酸等酸类腐蚀物品，遇加压密集水流，会立即沸腾起来，使酸液四处飞溅。所以等发生火灾后，干砂土、二氧化碳灭火剂扑救。比重小于1，且不溶水的易燃液体有机氧化剂发生火灾，不能用水扑救。因水会沉在液体下面，可能形成喷溅、漂流而扩大火灾，例如：油漆，树脂等有机物上述物品的火灾，宜用泡沫、干粉、二氧化碳灭火。毒害品中的氰化物，遇泡沫中酸性物质能生成剧毒气体氰化氢。因此，不能用化学泡沫灭火，可用水及砂土扑救。
3.5In dealing with emergency cases, it is imperative to use the right type of chemicals or fire suppreants for the right kind of chemicals spillages or fire outbreaks for example use form fire extinguishers for fuel related fires.In addition, avoid mixing certain types of chemicals with water such as calcium carbide which produces accetrene when it comes into contact with water as well as oxide materials which produce oxygen leading to creation of a catalyst for fire.Were the aforementioned materials come into contact with water and create fire or emergency situation, use sand to quench the ensuing fire.Acids such as hydrochloric, sulphuric and nitric acid are corrosive and when they come into contact with water, the acid may squint or splash leading to a potentially dangerous situation.When this happens use carbon dioxide fire extinguishers or try sand to neutralize and resolve this dangerous occurrence.If the density of organic oxide materials is le than 1, do not use water to quench and resolve the situation.Where the fire is one involving paint and resin use powder fire extinguisher to quench the fire.Where potaium thiocyanide comes into contact with acid materials it will produce toxic gas.In the event of such a mixture, use water fire extinguishers or sand to resolve the situation.3.6酒精，乙二胺，丙酮等易燃液体泄漏时，迅速撤离泄漏污染区人员至安全区，并进行隔离，切断火源，尽可能切断泄漏源，防止进入下水道，排洪沟等限制性区域，小量泄漏，用砂土或其他不燃材料吸附或吸收，也可用大量水冲洗冲洗水稀释后放入废水池，大量泄漏时，构筑围堤或挖坑收容，用泡沫覆盖，降低灾害。

3.7 oxidizing agent such as potaium permanganate leakages should be nullified by , pouring sand, dry lime or soda ash on the spill and then shoveled in a dry clean container and covered before handing over the compound to SHE personnel.3.8硫酸，盐酸等腐蚀化学品泄漏时，迅速撤离泄漏污染区人员至安全区并进行隔离，严格限制出入，不要直接接触泄漏物，尽可能切断泄漏源，防止进入下水道，小量泄漏，用砂土，干燥石灰或苏打灰混合，也可以用大量水冲洗冲洗水稀释后放入废水池，大量泄漏时，构筑围堤或挖坑收容
3.8 Corrosive substances such as sulfuric acid, hydrochloric acid and other chemical leakages and spillages should be neutralized rapidly with applicable neutralizers such as lime and affected personnel taken to open space where there is plenty of fresh air.Entry into affected place should be restricted.3.9四氧化三铅等有毒化学品皮肤接触，需脱去污染的衣着，用肥皂水和清水彻底冲洗皮肤。
3.9 Lead oxide is harmful when it comes into contact with human skin.In an event of it coming into contact with the skin use water and soap to remove it and neutralize its harmful effects.4.0事故发生后，组长应组织全体人员配合有关部门进行原因分析，彻底查清发生事故的真正原因，做到举一反三，消除隐患。
4.0 After the incident, the team leader should then coordinate with the relevant department(SHE)and carry out an analysis of the causes of the emergency before doing a thoroughly investigation to ascertain the root cause.4.1为确保发生事故时能做到及时反应，物流供应部应加强预防性宣传教育，组织相关人员进行如何报警，联络，现场救护，安全疏散及撤离等培训，消防部门，医院的联络电话应醒目。
4.1To ensure timely response and prevent poible reoccurrences of such emergency situations, all department members should be educated on preventive measures needed to stop future occurrences of such emergencies and similar talks.4.2仓库管理人员应执行每日两查制度，并做好记录，发现问题及时整改，消除不安全隐患，对储备的危险化学品检查时发现泄漏，应采取措施拦截，防止污染面扩大，并根据泄漏化学品的安全技术说明书进行清理，能回收的尽量回收。
4.2Warehouse personnel should carry out checks at least three(3)times a day for poible leakages, spillages, fire situations etc.so as to identify problems early and implement timely rectification measures to eliminate hidden dangers or hazardous.CCS SUPPLY AND LOGISTIC DEPARTMENT
