主席先生，女士们、先生们，首先，请允许我代表中国政府向出席第七届亚欧人民论坛的各位代表表示热烈的欢迎，欢迎你们在金秋的季节来到北京，参与这个亚欧人民的盛会。国际组委会与中国国家组委会为此次论坛的召开做了大量工作，我对此表示高度赞赏。

女士们、先生们，进入新世纪以来，世界发生着广泛、深刻而复杂的变化。在经济全球化深入发展的时代背景下，世界各国的前途命运正日益紧密联系在一起，世界变得越来越象一个“地球村”。我们既能面临难得的发展机遇，又面临前所未有的风险和挑战。最近一个时期，国际金融市场剧烈动荡，对世界经济发展带来冲击和影响，受到国际社会广泛关注。无论是气候变暖、环境恶化、资源紧缺，还是日趋严峻的国际经济金融形势，任何一个国家都无法置身事外，也无法单独应对。

在此形势下，国际社会应通力合作，共迎挑战。进一步加强亚欧合作具有更为深刻的现实意义和长远的战略意义。以“对话合作、互利共赢”为主题的第七届亚欧首脑会议将于10月24至25日在北京举行，这是亚欧会议实现第二轮扩大后的首次首脑会议。中方高度重视此次会议并正在积极筹备。我们希望会议通过亚欧间广泛深入的政治对话，增进相互理解和信任，推进多边主义；通过深入讨论如何应对全球经济挑战、维护金融稳定，推动全球化朝互利共赢的方向发展；通过探讨联合国千年发展目标、应对气候变化、确保能源安全及文明对话等重要议题，推动可持续发展进程，促进社会和谐。我相信，在亚欧会议各成员的共同努力下，会议一定会取得丰硕成果，为维护和促进世界的和平与发展，造福两大洲人民作出贡献。

女士们、先生们，亚欧会议进程不仅旨在推动亚欧各国政府间的合作，更是为了促进亚欧各国人民的交流。亚欧人民论坛自成立以来做了大量工作，努力促进环境、社会和经济的可持续发展，努力加强亚欧人民经济、社会、文化、公民和政治权利的保护，努力推动社会各界积极参与亚欧会议的进程。论坛提出了许多有益建议，受到亚欧会议的高度重视，为亚欧合作做出了积极贡献。我相信，出席本届论坛的代表一定会本着平等和相互尊重的原则，围绕会议主题交换意见，求同存异，扩大共识，充分发挥建设性作用，共同推动论坛取得积极成果。我愿提出几点希望：

首先，本届论坛的主题“促进社会公正和环境保护”涵盖了落实千年发展目标、气候变化及生态公正、亚欧社会保障、实现妇女参政、保护残疾人权利、反恐等方方面面，都是亚欧各国共同面临的挑战。希望与会代表能够积极探讨，务实讨论，提出切实可行的建议，为首脑会议提供重要的政策参考。

第二，亚欧各国有着不同的文化背景、宗教信仰、政治制度，处在不同的社会经济发展阶段。与会各方在某些问题上可能存在不同看法，希望各位代表本着相互了解、平等相待的精神，跨越差异，加强对话，扩大共识，促进亚欧间的合作，为推动建设持久和平、共同繁荣的和谐世界发挥积极作用。

第三，不久前，中国成功地举办了北京奥运会和残奥会，让世界更多地了解中国，也让中国更多地了解了世界。希望出席本届论坛的中外与会代表，加强联系，促进交流，增进友谊，推动本届论坛同样能够进一步增进亚欧人民对中国的了解，进一步增进中国人民对亚欧各国的了解。

女士们，先生们，今年是中国改革开放30周年。改革开放调动了亿万人民的积极性，大大解放了生产力，有力推动了经济社会的大发展，给中国大地带来了蓬勃生机和活力，给中国人民带来了最大的实惠。改革开放是决定当代中国命运的关键抉择，也是决定中国未来前途的战略方向。中国坚持改革开放的政策是坚定不移的。我们将继续深化经济体制改革，继续推进政治体制改革和其他方面的改革，继续拓展对外开放的深度和广度。

随着改革的不断深入，随着市场经济体制的建立和逐步完善，中国社会管理体制发生着深刻的转变，这是中国总体改革的重要组成部分。中国社会组织增长速度很快，目前已近40万，在促进社会发展、改善民生、保持环境、实现千年发展目标等方面发挥了积极而独特的作用。中国政府高度重视发挥各类社会组织作用，鼓励它们积极服务于经济社会发展，促进公益事业。北京奥运会、残奥会期间，10万赛会志愿者、40万城市志愿者、100万社会志愿者和20万拉拉队志愿者在各类服务领域累计服务超过2亿小时，为服务对象提供了高水平的志愿服务，确保了奥运会赛事和城市的正常进行，为奥运会和残奥会的成功做出了重要贡献，受到了各界的好评。中国政府将不断完善有关社会组织的政策法规，加强社会组织信息网络建设，为社会组织的发展创造更加良好的环境。

中国政府一起积极支持中国的社会组织深入参与亚欧人民论坛，反映中国社会组织的愿望，提出有益的意见和建议，为增进亚欧人民相互了解和友谊、促进亚欧团结与合作、推动亚欧新型全面伙伴关系的深入发展做出建设性贡献。亚欧人民论坛已成为中国社会组织参与国际活动的重要组成部分。中国政府将继续积极支持中国的社会组织与世界各国的同行扩大交往，增进合作，积极协助它们参与国际交流，为增进中国人民和世界人民的相互了解与友谊，为建设和谐世界发挥更大作用。

女士们，先生们，我深信，在各位代表的共同努力下，此次论坛一定能够为增进亚欧民间交往、促进亚欧人民的合作、推进亚欧会议进程发挥积极作用，为维护世界和平、稳定与繁荣，为推动人类发展和进步事业作出自己独特的贡献。

Remarks by Foreign Minister Yang Jiechi at the Opening of

the Seventh Asia-Europe People’s Forum

Mr.Chairman, Ladies and Gentlemen，Let me begin by extending, on behalf of the Chinese Government, a warm welcome to all the participants at the Seventh Asia-Europe People’s Forum.Welcome to Beijing for this grand gathering of the people of Asia and Europe in the golden season of autumn.I also wish to expre deep appreciation to the International Organizing Committee and the China National Organizing Committee for the tremendous efforts they have devoted to this Forum.Ladies and Gentlemen，The world has been undergoing extensive, profound and complex changes since the beginning of the new century.With the further progre of economic globalization, the destinies of all countries are getting more and more interconnected and the world is becoming a ―global village‖.We face both rare development opportunities and unprecedented risks and challenges.The recent turbulence in the international financial market has dealt a blow to the world economy and aroused the concern of the entire international community.No country in the world can expect to stay away from such iues as global warming, environmental degradation, resource shortage and the increasingly grave international economic and financial situation or addre them on one’s own.The new situation calls for intensified cooperation of the international community to jointly meet challenges.In this connection, strengthened cooperation between Asia and Europe not only serves the immediate need but also has a long-term strategic significance.The Seventh ASEM Summit will be held from 24 to 25 October in Beijing with the theme of ―Vision and Action—Towards a Win-Win Solution‖.This will be the first ASEM Summit held after its second enlargement.The Chinese side attaches great importance to the Summit and is making a active preparations for it.We hope that the Summit will help increase mutual understanding and trust and enhance multilaterialism through extensive and in-depth political dialogue between Asia and Europe, advance globalization for mutual benefit and win-win outcome through in-depth discuions on ways to meet global economic challenge and maintain financial stability, promote sustainable development and social harmony through exchange of views on such important iues as UN Millennium Development Goals, climate change, energy security and dialogue among civilizations.I am confident that with the concerted efforts of all ASEM partners, the Summit will produce fruitful results and contribute to the peace and development of the world and the well-being of the people of both Asia and Europe.Ladies and Gentlemen，The ASEM proce is aimed at promoting not only inter-governmental cooperation among Asian and European countries but also and more importantly, closer exchanges between people of the two regions.Since its inception, the Asia-Europe People’s Forum has done a lot in promoting sustainable environmental, social and economic development, protecting the economic, social, cultural, civil and political rights of the people in Asia and Europe, and facilitating the participation of various sectors of the society in the ASEM proce.It has put forward many good proposals that have attracted close attention of ASEM, and contributed its share to Asia-Europe cooperation.I believe that the participants at the Forum will, following the principle of equality and mutual respect, fully exchange views on subjects related to the theme of the meeting, seek common ground while putting aside differences, increase consensus, make constructive contributions and work together to make the Forum a productive one.I hope the Forum will make greater efforts in the following aspects:

First, the theme of the Forum— ―For Social and Ecological Justice‖ –covers a wide range of iues, including the MDGs, climate change and ecological justice, social security in Asia and Europe, women’s participation in political affairs, rights of the disabled people and counter terrorism, all of which are common challenges confronting countries in Asia and Europe.I hope the participants will conduct in-depth discuions on these iues in a pragmatic manner and come up with practical and feasible suggestions which will serve as important policy reference for the upcoming ASEM Summit.Second, countries in Asia and Europe vary in cultural background, religious belief, political system and level of socio-economic development.It is likely that different parties to the Forum may think differently on some iues.I hope the participants will act in a spirit of mutual understanding and treating each other as equals, rise above differences, increase dialogue and expand common ground so as to promote Asia-Europe cooperation and contribute to the building of a harmonious world of enduring peace and common prosperity.Third, not long ago, China succefully hosted the Beijing Olympic and Paralympic Games, which enabled the world to learn more about China and China more about the world.I hope that Chinese and foreign participants at the Forum will strengthen communication, increase exchange and enhance friendship so that this Forum will serve the same purpose of enabling people from other Asian and European countries to learn more about China and vice versa.Ladies and Gentlemen，This year marks the 30th anniversary of China’s reform and opening-up program.This program has aroused the enthusiasm of the Chinese people, raised productivity, and stimulated major social and economic development.It has instilled vigor and vitality into China and brought the biggest benefits to the people.Reform and opening-up is a strategic choice that has shaped the course of development of contemporary China.China is firmly committed to the policy of reform and opening-up.We will continue to deepen economic restructuring, pre ahead with political and other reforms, and broaden and deepen opening-up.With the deepening of reform and the establishment and improvement of the market economy, China’s social management structure is also undergoing profound changes.It is part and parcel of China’s overall reform.The number of social organizations in China is increasing rapidly, totaling nearly 400,000 now.They are playing an active and unique role in promoting social development, improving people’s livelihood, protecting the environment and achieving the MDGs.The Chinese Government highly values the role of social organizations in various sectors and encourages them to make positive contribution to socio-economic growth and public undertakings.During the Beijing Olympic and Paralympic Games, 100,000 games-time volunteers, 400,000 city volunteers, one million social volunteers and 200,000 volunteer cheerleaders offered more than 200 million hours of service.Their high quality service helped ensure the smooth running of the Games and the city life and contributed greatly to the succe of the two Games.They have therefore won praise from all quarters.The Chinese Government will continue to improve relevant policies and regulations on social organizations and the information network of social organizations in a bid to foster a more favorable environment for the growth of social organizations.The Chinese Government supports social organizations in China in their effort to fully participate in the activities of this Forum, expre the aspirations of China’s social organizations, offer good opinions and suggestions and make constructive contribution to greater mutual understanding and friendship among people in Asia and Europe, closer solidarity and cooperation between Asia and Europe and in-depth growth of a new type of comprehensive partnership between the two regions.The Forum has become an important part of the participation of Chinese social organizations in international activities.The Chinese Government will continue to give vigorous support to Chinese social organizations in conducing closer exchanges and cooperation with their counterparts from acro the world and facilitate their participation in international exchanges so that they can play an even greater role in promoting mutual understanding and friendship between the Chinese people and people of other countries and in building of a harmonious world.Ladies and Gentlemen，I speak with full conviction that, with concerted efforts from all the participants present, the Forum will play a positive role in promoting people-to-people exchanges and cooperation between Asia and Europe and in pushing forward the ASEM proce.It will also make a unique contribution to maintaining world peace, stability and prosperity and promoting human
