eWhiteHousetodaybyAmericawholostsomuchintheterribleeventsofSeptemberthe11th,2001,andhavefeltthatloeverydaysince.Threeyearsago,thestruggleofgoodagaitevilwascompreedintoasinglemorning.Intheaceofonly102minutes,ourcountrylostmorecitizethanwerelostintheattackonPearlHarbor.Timehaspaed,butthememoriesdonotfade.Weremembertheimagesoffire,andthefinalcallsoflove,andthecourageofrescuerswhosawdeathanddidnotflee.Werememberthecrueltyofenemieswhomurderedtheiocent,andrejoicedinoursuffering.Werememberthemanygoodlivesthatendedtoosoon--whichnoonehadtherighttotake.Andournationremembersthefamiliesleftbehindtocarryaburdenofsorrow.Theyhaveshowncourageoftheirown.AndwiththehelpofGod'sgrace,andwithsuortfromoneanother,thefamiliesofterrorvictimshaveshownastrengththatsurvivesallhurt.EachofthemremaiinthethoughtsandprayersoftheAmericanpeople.TheterroristattacksonSeptemberthe11thwereaturningpointforournation.Wesawthegoalsofadeterminedenemy:toexpandthescaleoftheirmurder,andforceAmericatoretreatfromtheworld.Andournationacceptedamiion:Wewilldefeatthisenemy.TheUnitedStatesofAmericaisdeterminedtoguardourhomelandagaitfutureattacks.AstheSeptemberthe11thCommiionconcluded,ourcountryiaferthanwewerethreeyearsago,butwearenotyetsafe.Soeveryday,manythousandsofdedicatedmenandwomenareonduty--asairmarshals,airportscreeners,cargoiectors,borderpatrolofficers,andfirstreonders.Atthesametime,AmericaservingintheFBIandCIAareperformingtheirdailyworkwithprofeionalism,whilewereformthoseagenciestoseethedangersaroundthenextcorner.Ourcountryisgratefultoallourfellowcitizewhowatchfortheenemy,andawerthealarms,andguardAmericabytheirvigilance.TheUnitedStatesisdeterminedtostayontheoffeive,andtopursuetheterroristswherevertheytrain,orsleep,orattempttosetdownroots.WehaveconductedthiscampaignfromthemountaiofAfghanistan,totheheartoftheMiddleEast,tothehornofAfrica,totheisla

ndsofthePhiliines,tohiddencellswithinourowncountry.Morethanthree-quartersofalQaeda'skeymembersandaociateshavebeendetainedorkilled.WeknowthatthereitilladangertoAmerica.Sowewillnotrelentuntiltheterroristswhoplotmurderagaitourpeoplearefoundanddealtwith.TheUnitedStatesisalsodeterminedtoadvancedemocracyinthebroaderMiddleEast,becausefr

eedomwillbringthepeaceandsecurityweallwant.Whenthepeoplesofthatregionaregivennewhopeandlivesofdignity,theywillletgoofoldhatredsandresentments,andtheterroristswillfindfewerrecruits.Andasgovernmentsofthatregionjoininthefightagaitterroriteadofharboringterrorists,Americaandtheworldwillbemoresecure.OurpresentworkinIraqandAfghanistanisdifficult.Itisalsohistoricandeential.Byourcommitmentandsacrificetoday,wewillhelptraformtheMiddleEast,andincreasethesafetyofourchildrenandgrandchildren.SinceSeptemberthe11th,thesacrificesinthewaronterrorhavefallenmostheavilyonmembersofourmilitary,andtheirfamilies.Ournationisgratefultothebravemenandwomenwhoaretakingrisksonourbehalfatthishour.AndAmericawillneverforgettheoneswhohavefallen--menandwomenlastseendoingtheirduty,whosenameswewillhonorforever.Thewaronterrorgoeson.Theresolveofournationitillbeingtested.Andinthefaceofdangerweareshowingourcharacter.Threeyearsaftertheattackonourcountry,Americaremainstrongandresolute,patientinajustcause,andconfidentofthevictorytocome.Thankyouforlistening.早上好。这是全国的缅怀日。今天，我有幸请在2001年9月11日发生的骇人听闻的事件中蒙受巨大损失的美国人来到白宫，他们自那时以来，每一天都承受着失去亲人的痛苦。

我们的国家记得那些失去亲人、承受悲痛的家庭。他们表现出自己的勇气。在上帝的照拂下，在互相帮助下，恐怖事件遇害者的家属展现出一种能承受住一切打击的力量。他们每个人都在美国人民的思绪和祈祷中。

9.11恐怖主义袭击事件是我国的一个转折点。我们认清了决意作对的敌人的企图：扩大屠杀的规模并迫使美国退出世界舞台。我国也肩负起一个使命：击败这些敌人。

美利坚合众国决心保护国土不再遭受袭击。正如9.11委员会得出的结论，我国现在比三年前安全，但我们仍不安全。

因此，每天都有成千上万名男女工作人员坚守岗位──有空中警员、机场安检员、货运检验员、边防官员和一线应急人员。就职于联邦调查局(FBI)和中央情报局(CIA)的美国人以他们的敬业精神忠于职守，与此同时，为应对新生威胁，我们正在对这两个机构进行改革。美国感谢每一位警惕防敌、响应警告和保卫国家的同胞。

美国决心保持攻势，将恐怖分子消灭在他们的训练营地、歇息之地和妄图扎根之处。我们已经展开行动，从阿富汗山区到中东腹地，从非洲之角到菲律宾诸岛，同时不放过隐藏在我国国内的恐怖团伙。

“基地”组织的主要成员及同夥有四分之三以上已被抓获或击毙。我们知道美国仍然面临威胁。因此，在阴谋杀害我国人民的恐怖分子被抓获并被惩治以前，我们绝不罢休。

美国也决心促进大中东地区的民主，因为自由将带来我们大家都希望的和平与安全。中东地区人民一旦获得新的希望和过上有尊严的生活，他们会放弃旧仇宿怨，恐怖主义分子招募的对象会越来越少。随着这个地区的政府加入反恐之战，而不是为恐怖主义分子提供庇护，美国和世界就会更加安全。我们目前在伊拉克和阿富汗展开的工作是艰巨的，同时也是具有历史意义和必要的。我们今天做出的奉献和牺牲将有助于中东的转变，并使我们的子孙后代更安全。

自9月11日以来，我们的军人及其亲人为反恐之战作出了最大的牺牲。我们的国家对此时此刻正在为我们而冒生命危险的英勇男女志士表示感谢。

美国将永远不会忘记那些以身殉职的男女将士，我们将永远铭记他们。

反恐之战仍在继续。我国的决心仍在经受考验。我们在困难面前显示了骨气。在我国遭到攻击三年后，美国人民仍然坚强不屈，坚定不移，对正义的事业有耐心，对未来的胜利有信心。
