Speech delivered at the Official Opening of Confucius Institute nested in

Bulacan State University

Dear distinguished Ydistinguished guests, ladies and gentlemen,Good morning!Today, the Confucius Institute nested in Bulacan State

University, Philippines, in partnership with Northwest University, China and Bulacan

State University, is officially launched.On this very important and exciting day, I

hereby, on behalf of Northwest University, extend my cordial appreciation to The

Office of Chinese Language Council International, Consulate of the People’s

Republic of China in The Republic of Philippines, The Educational Department of

Shaanxi Province for their great supports during the establishment of the institute.My

sincere gratitude also goes to Ministry of Education of Philippines, Mr.President as

well as all our colleagues at Bulacan State University as the close partner university of

Northwest University.As the Chinese partner, Northwest University, the oldest university in west China,is founded in 1902.Currently, it is one of China’s leading comprehensive,multi-disciplinary universities of liberal arts, sciences, engineering, management and

law.It has also been selected as one of the 100 universities of special support from the

Chinese government in the 21st century.Thus is it internationally renowned.The

university began to enroll international students since 1965.During the 45-year’s of

international communication and the practice of teaching Chinese as a foreign

language, it has accumulated rich experience;developed vivid features on teaching

methods and modes;fostered a group of outstanding teachers in teaching Chinese as a

foreign language and cultivated excellent international students who performed

actively in international exchange activities.All of these have paved a solid way for

the two parties to succefully cooperate and jointly establish the Confucius Institute.The Confucius Institute is a place for global civilian to learn Chinese and its

culture, a platform for Chinese and foreign culture exchanges, and a bridge to

promote friendship between Chinese and people from all the other countries.As the

second in Philippines, the Confucius Institute at Bulacan State University, though

recently established, enjoys a sound development trend.Yet, some difficulties and

shortages still exist, due to the fact that we are in the initial period.Anyhow, the joint

venture needs our mutual efforts.As long as we stick to the principle of “Cooperating

on an equal footing and benefiting mutually”，and cooperate sincerely;as long as we

stick to the objectives of committing ourselves to fulfill the needs of the Filipino to

learn Chinese, enhancing Filipino’s understands of Chinese culture, promoting

educational and cultural communication, and aiming to improve the culture pluralism

between the two countries;as long as we persist in groping for a series of

management mechanisms and regulations, making a long-term plans of development,improving capital efficiency and enhancing the influence of the Confucius Institute

and its vitality;as long as we adhere to the mode that Philippines oriented, Chinese

aists, local government strongly supports and the communities actively participate;and as long as we adhere to groping for new teaching methods, teaching based on student's ability, adopting various of teaching modes to cultivate students’ interests and abilities, and striving to improve education quality, we are firmly convinced that the Confucius Institute at Bulacan State University will grow to its prosperity.Confucius is a great ancient Chinese thinker and educator, an outstanding representative of traditional Chinese culture.His ideas of “harmony is valuable” and “harmony in diversity” are bearing great significance in light of improving and promoting the cultural exchanges and mutual development of the two countries.I expect to see that the Confucius Institute at Bulacan State University uphold the above mentioned ideology of Confucius, and could be always in accordance with the requirements of the Confucius Institute Headquarter, complying with the bilateral agreement, striving to provide the Filipino with various Chinese language teaching activities, carrying out standard teacher training and Chinese language teaching capacity certification, providing consultation services on studying in China, and holding and spreading Chinese educational and cultural activities on a regular basis, so that we do our best, shouldering the historic miion of cultural exchanges and integration between our two countries, to make the Confucius Institute jointly established by us a new platform to push forward Sino-Philippine cultural exchanges, and make our due contributions to the peace and progre of mankind!

I sincerely wish for the prosperity of Confucius Institute at the Bulacan State University, and the everlasting friendship between the people of our two countries!
