我非常高兴出席在伊斯坦布尔举行的中土经贸合作论坛。地跨亚欧两洲的土耳其历史悠久、文化灿烂。伊斯坦布尔曾是古丝绸之路通往欧洲的门户，今天又在中土友谊中发挥着重要的桥梁和纽带作用。在座的两国企业家和各界朋友，都是中土两国人民传统友谊和友好合作的亲历者、见证者，也是两国互利双赢经贸合作的参与者、推动者。在这里，我向大家致以诚挚的问候和良好的祝愿。
It gives me great pleasure to attend the China-Turkey Economic and Trade Cooperation Forum held in Istanbul.Located in both Asia and Europe, Turkey is a country with long history and splendid culture.Istanbul was the gateway to Europe for the ancient Silk Road and now plays an important bridging and linking role for China-Turkey friendship.Entrepreneurs and friends present here today have not only experienced and witneed the traditional friendship between the Chinese and Turkish people and the friendly cooperation between China and Turkey, but also participated in and promoted the win-win and mutually-beneficial economic and trade cooperation between our two countries.I hereby wish to extend my sincere greetings and best wishes to all of you.中土两国人民友谊源远流长。自古以来，举世闻名的丝绸之路就将两国人民联结起来。珍藏在托普卡珀皇宫内精美的中国瓷器便是双方友好交往的历史见证。这次访问期间，土耳其悠久的历史、秀美的风光、引人瞩目的建设成就都给我留下深刻印象。近年来，土耳其对内改革、对外开放，政局保持稳定，经济持续快速发展，人民生活水平显著提高，成为本地区最具吸引力和活力的经济体之一，在国际和地区事务中发挥着越来越重要的作用。中国人民对土耳其人民取得的成就感到由衷的高兴。
The friendship between our two peoples goes back to ancient times.Since ancient times, the world-famous Silk Road has linked our two peoples together.The exquisite Chinese porcelains collected at Topkapi Palace are the witnees of the history of friendly exchanges between us.During this visit, I’m deeply impreed by your long history, beautiful scenery and remarkable achievements in development.In recent years, Turkey initiated internal reform, opened up to the world, maintained political stability, and achieved rapid economic growth.People’s living standards here have improved significantly.Turkey has become one of the most attractive and dynamic economies in the region and throughout the world.You are playing an increasingly important role in the international and regional affairs.The Chinese people are sincerely happy for the achievements of the Turkish people.中土建交41年来，在两国政府和人民共同努力下，双边关系取得长足发展。近年来，两国高层往来密切，政治互信日益增强，经济、科技、人文等领域交流合作不断扩大。特别是2010年10月两国宣布建立战略合作关系，为双边关系的深化和发展奠定了良好基础。我这次访问土耳其，就是要通过同土耳其政府和各界朋友的沟通与交流，加深两国人民传统友谊，巩固和提升中土战略合作关系，推动中土经贸互利合作再上新台阶，进一步造福两国人民。
With the concerted efforts of the two governments and peoples since the establishment of diplomatic ties 41 years ago, bilateral relations have made considerable progre.In recent years, we have maintained close high-level exchanges, our mutual political trust has been growing and our cooperation and exchanges in economic, technological, cultural and other arenas have been expanding.The two countries announced a strategic partnership in October 2010, which in particular laid a good foundation for the deepening and development of bilateral relations.The goal of my visit to Turkey is to communicate and exchange views with the colleagues of the Turkish government and the friends from all walks of life, deepen the traditional friendship between our two peoples, consolidate and enhance China-Turkey strategic cooperative partnership, and lift bilateral economic and trade cooperation to a new level for the benefit of the two peoples.”
女士们、先生们！
Ladies and gentlemen，中国和土耳其地处亚洲东西两端，两国自然禀赋不同，经济互补性强，经贸合作潜力巨大、前景广阔、大有可为。近年来，随着两国关系不断发展，中土经贸合作关系进入历史上最好时期，呈现以下4个显著特点。
China is located in the eastern end of Asia while Turkey is located in the western end of Asia.Our two countries have different gifts of the nature.We enjoy strong economic complementarities and have great potentials and broad prospects for trade and economic cooperation.We have a lot to accomplish together.With the continuous development of bilateral relations in recent years, the economic and trade cooperation between us has entered the best period in history and has shown the following four outstanding characteristics:
一是双边贸易迅猛增长。据中方统计，从2001年到2011年，中土双边贸易额由不足10亿美元增加到187亿美元，增长近18倍。土方统计的双边贸易额更高达241亿美元。目前，中国已成为土耳其第三大贸易伙伴。中国机电产品、服装和日用品得到土耳其消费者青睐；土耳其矿产品、纺织化工原料和榛子等农产品在中国广受欢迎。
First, rapid growth of bilateral trade.According to the statistics from our side, our bilateral trade volume increased from le than $10 billion in 2001 to $18.7 billion in 2011, an increase of nearly 18 times.According to the statistics from your side, our bilateral trade volume is as high as $24.1 billion.At present, China has become the third largest trading partner of Turkey.Chinese mechanical, electrical and electronic products, clothing, and daily neceities are well received by the Turkish consumers while Turkish mineral products, textile and chemical raw materials, and agricultural products such as hazelnuts are very popular in China.二是经济互利合作加速发展。2001年以来，中国企业在土耳其签订各类工程承包合同额超过100亿美元，完成营业额超过40亿美元。其中，由中土两国企业联合体承建的、中土迄今最大的合作项目安卡拉-伊斯坦布尔高速铁路二期工程自开工以来进展顺利。
Second, accelerating growth of mutually-beneficial economic cooperation.Since 2001, the total value of various types of project contracts signed by Chinese enterprises in Turkey has exceeded $10 billion, with the completed turnover exceeding $4 billion.Among the projects, Phase-II Ankara-Istanbul High-Speed Railway, the largest cooperative project between China and Turkey, has been progreing smoothly since the start of the project.三是经贸合作制度性安排进一步完善。双方围绕中长期经贸合作发展规划、项目融资、在第三国开展合作、互联互通以及贸易救济等共同关注的议题，建立了多层次、多领域的对话和磋商机制，达成一系列合作协议，进一步夯实了双边经贸互利合作的基础，有效推动了相关工作的开展。
Third, further improvement in institutional arrangements for economic and trade cooperation.We have established multi-layered, multi-area dialogue and consultation mechanisms centering on the subjects of mutual interest such as plans for the development of long-term economic and trade cooperation, project financing, cooperation in a third country, interconnectivity, and trade remedy and reached a series of cooperation agreements, which have further consolidated the basis for bilateral economic and trade cooperation and have effectively advanced the related work.四是相互投资潜力开始呈现。近年来，土耳其企业来华投资稳步增长，中国企业在土耳其的投资也有突破性进展，但就两国经济实力而言，目前双方相互投资合作潜力仍远未得到充分发掘。中国政府将继续引导和鼓励中国企业来土耳其投资兴业，并愿同土耳其政府就修订两国投资保护协定等相关法律法规开展合作，为两国企业创造更好的投资合作环境。
Fourth, unfolding potentials for mutual investment.In recent years, there was a steady increase of Turkish investment in China.The investment of Chinese enterprises in Turkey has also made breakthroughs.In light of the economic strength of the two countries, the potentials for mutual investment cooperation are still far from being fully exploited.The Chinese government will continue to guide and encourage Chinese enterprises to invest in Turkey and is willing to cooperate with the Turkish government in amending the bilateral investment protection accord and other relevant laws and regulations so as to create a better investment environment for the cooperation between our enterprises.女士们、先生们！Ladies and gentlemen，当今世界正处在大发展大变革大调整时期，包括中土两国在内的新兴市场国家地位日益重要、作用持续上升。中土在资金、技术、市场等方面具有明显的互补优势。中国颁布实施了2011年至2015年国民经济和社会发展第十二个五年规划纲要，贵国提出了到2023年进入世界经济十强的目标，这为两国进一步推进战略合作，不断丰富经贸合作内容、创新合作方式、提高合作水平提供了良好机遇。两国政府和工商企业界应该抓住机遇、乘势而上，把两国互利共赢的经贸合作进一步向前推进、向上提升。下面，我就此提出4点建议。
The world today is undergoing great changes and major adjustments.The statuses and roles of emerging markets including China and Turkey continue to rise.China and Turkey enjoy significant complementary advantages in such areas as capital, technology, and market.China promulgated and implemented the Outline for the 12th Five-Year Plan for National Economic and Social Development(2011-2015).Turkey has also put forward a goal of being one of the world’s top 10 economies by 2023.This provides a good opportunity for our two countries to further promote the bilateral strategic cooperation, constantly enrich the contents of economic and trade cooperation, explore innovative means of cooperation, and lift the level of cooperation.The governments and busine communities of the two countries should seize the opportunity, ride on such a good momentum, upgrade and push forward the win-win and mutually-beneficial economic and trade cooperation between our two countries.To this end, I’d like to put forward a four-point proposal:
第一，增加政治互信，推进战略合作。中土两国都是二十国集团重要成员，加强双方战略合作潜力巨大、影响深远。要牢牢把握中土关系发展的大方向，保持密切交往，不断充实战略合作关系内涵。中方愿同土方在联合国、世界贸易组织、二十国集团等多边机制中就推动国际经济治理体系改革、气候变化、能源、粮食等全球性和国际热点问题加强沟通与协调，共同促进世界和平与发展。
First, to increase mutual political trust and promote strategic cooperation.China and Turkey are both important members of the Group of Twenty(G-20).The bilateral strategic cooperation between us has great potentials and far-reaching impacts.We must firmly grasp the general direction of bilateral relations, maintain frequent exchanges and continuously enrich the connotations of strategic partnership.China is willing to strengthen communication and coordination with Turkey on global and international hotspot iues such as reform of international economic governance system, climate change, energy and food, in the UN, WTO, G20 and other multilateral mechanisms and jointly promote world peace and development.第二，拓宽经贸合作领域，深化务实合作。一方面，要进一步发挥中土两国企业的互补性优势，继续加强在交通、通信等基础设施建设领域的互利合作。另一方面，要积极探讨在金融、可再生能源、高新科技、矿业等领域扩大合作的可行性，培育两国务实合作新的增长点。此外，双方还可以加强在节能减排、绿色经济、新材料等领域的合作。要把货物贸易与服务贸易、工程承包、劳务合作、相互投资等多种形式的合作有机结合起来，在合作规模和领域不断扩大的基础上，寻求双边经贸关系总体平衡和可持续发展。Second, to expand economic and trade cooperation and deepen pragmatic cooperation.On one hand, we need to further exploit the complementary advantages of our enterprises, continue to strengthen mutually-beneficial cooperation in such areas as transportation and infrastructure development including communications infrastructure;on the other hand, we need to actively explore the feasibility of expanding cooperation in the fields of finance, renewable energy, advanced and new technologies, mining, and other areas and strive to foster new growth points for bilateral pragmatic cooperation.Moreover, we can also strengthen cooperation in the fields of energy conservation, green economy and new materials.We should organically combine various forms of cooperation, including trade in goods and services, project contracting, labor cooperation and mutual investment and seek balanced and sustainable development of our overall economic and trade relations on the basis of the continuous expansion of the scale and areas of cooperation.第三，共同反对贸易保护主义。当前，国际金融危机还在发展，世界经济复苏进程艰难曲折。中土双方应该以实际行动促进贸易和投资自由化、便利化，为推动世界经济全面复苏作出贡献。中方不刻意追求对任何国家的贸易顺差。对土方在中土贸易中存在的较大逆差，我们已通过多次派遣投资贸易促进团、为土耳其企业在华参展提供优惠展位、协助土方在华推广特色商品等措施增加自土耳其的进口。这次中方又组织了100多人的投资贸易促进团随同我访问土耳其，同土耳其签订近43亿美元的各类经贸协议，其中采购合同及意向4.9亿美元。我们愿继续同土方保持沟通和合作，也欢迎两国企业家朋友们对此积极建言献策。
Third, to jointly oppose trade protectionism.At present, the international financial crisis is still developing and the recovery of world economy is still a difficult and tortuous journey.We should take concrete actions to promote trade and investment liberalization and facilitation and contribute to the full recovery of world economy.China does not deliberately pursue trade surplus with any country.With respect to the big trade deficit Turkey is experiencing, China has taken various measures to increase the imports from Turkey, such as sending the Chinese investment and trade promotion delegations to Turkey, providing Turkish enterprises with preferential exhibition booths, and aisting the promotion of Turkish special commodities in China.This time, we also organized an investment and trade promotion delegation with over 100 members to join my visit to Turkey.They signed various economic and trade agreements with Turkey worth nearly $4.3 billion, among which the contracted and intended procurement reached $490 million.We would like to maintain communication and cooperation with Turkey and also welcome friends of the busine community to make positive suggestions.第四，加强人文交流，加深相互了解。中土两国都是千年古国、文明之邦，两国文化在长期交流过程中相互尊重、相互借鉴，成为推动中土关系发展的重要力量。今年将在土耳其举办“中国文化年”，明年中国将举办“土耳其文化年”。携手办好这些活动，有助于加深两国人民相互了解和友谊。今后，双方应该继续加强人文交流，进一步夯实中土战略合作关系的社会基础。同时，还应该积极推动旅游合作及两国公路、铁路互联互通，造福两国人民。
Fourth, to strengthen cultural and people-to-people exchanges and deepen mutual understanding.China and Turkey both have long histories and ancient civilizations.In the long course of cultural exchanges, we respected each other and learned from each other.The cultural and people-to-people exchange has become an important force driving the growth of bilateral relations.This year, Turkey will hold the “Year of Chinese Culture” in Turkey while next year China will host the “Year of Turkish Culture” in China.We should work together to run these events succefully, which will contribute to deepening mutual understanding and friendship between our two peoples.In the future, we should continue to strengthen cultural and people-to-people exchanges and further consolidate the social basis of the strategic partnership.In addition, we should actively promote cooperation in tourism and the interconnectivity of our roads and railways so as to benefit our peoples.最后，我衷心祝愿中土两国各位企业家事业进步、身体健康、家庭幸福，祝愿中土两国更加繁荣昌盛、两国人民更加幸福安康！
Last, I sincerely wish the entrepreneurs from both China and Turkey career advancement, good health, and happy family, wish our two countries more prosperous, and wish our two peoples more happine and well-being.谢谢大家。
