Prime Minister Viktor Orban, Ladies and Gentlemen,很高兴来到美丽的布达佩斯，出席中国-中东欧国家经贸论坛。我对论坛的召开表示热烈祝贺！对匈牙利政府的周到安排表示衷心感谢！对长期致力于中国与中东欧国家经贸合作的朋友们表示崇高敬意！
I am delighted to come to the beautiful city of Budapest and attend the China-Central and Eastern European Countries Economic and Trade Forum.Let me begin by extending warm congratulations on the opening of the forum.I would also like to expre sincere appreciation to the Hungarian government for its thoughtful arrangements, and pay high tribute to friends who have long been devoted to the economic cooperation and trade between China and the central and east European countries.中国和中东欧国家远隔千山万水，但双方交往源远流长。早在两千多年前，“丝绸之路”就把双方紧密连结在一起。新中国成立后，大多数中东欧国家第一时间与中国建交，揭开了双方友好交往的新篇章。几十年来，尽管国际形势和各自国内局势都发生了很大变化，双方始终相互尊重、相互信任、相互理解、相互支持，传统友谊不断巩固，各领域合作取得长足进展。
Exchanges between our two sides date back to ancient times in spite of the long geographical distance.As early as over 2,000 years ago, the Silk Road closely linked us together.Most countries in central and eastern Europe established diplomatic ties with the People's Republic of China immediately after its founding, opening a new page in the annals of our friendly relations.Over the past several decades, although the international situation and the domestic situations of both sides have undergone big changes, we have always enjoyed mutual respect, mutual trust, mutual understanding and mutual support.Our traditional friendship has constantly deepened and cooperation in various fields has made tremendous progre.双边贸易快速发展。2000年，中国与中东欧国家的贸易额只有30亿美元，2010年已超过400亿美元，年均增速达32%。中国自中东欧国家的进口增长更为迅速，年均增速达38.7%。双方贸易结构不断优化，机电和高新技术产品贸易所占比重超过6成。今天，中东欧国家的玫瑰油、琥珀、水晶、啤酒、小轿车等产品，已经走进中国的千家万户；中国物美价廉的日用消费品，也深受当地人民的欢迎。
Two-way trade has grown rapidly.In 2000, China's trade with central and east European countries was only 3 billion U.S.dollars.In 2010, it surpaed 40 billion, representing an annual average growth of 32 percent.China's imports from the central and east European countries had grown even faster, registering an average annual rate of 38.7 percent.Our trade mix has improved.The proportion of trade in electric, mechanic and high-tech products has exceeded 60 percent.Today, the rose oil, amber, crystal, beer and cars from central and east European countries have entered numerous households in China.And the quality yet inexpensive consumer goods from China have been warmly received by the local people here.双向投资方兴未艾。迄今为止，中东欧国家累计在中国设立企业近2000家。中国企业对中东欧国家的投资也蓬勃发展。创办于1951年的中波轮船公司，是新中国第一家中外合资企业，目前公司拥有20艘/ 6

Two-way investment has been burgeoning.So far, central and east European countries have set up close to 2,000 enterprises in China.Investment by Chinese enterprises in those countries has also seen dynamic growth.The Chipobrok shipping company, established in 1951, was New China's first joint venture with a foreign country.Today, the company owns 20 modern ocean cargo ships, and operates along shipping routes covering Asia, Europe, America and Africa.China's Huawei company has set up its European supply center in Hungary, creating more than 2,000 jobs for the local community.After acquired by the Wanhua Group of Yantai, Shandong province, Hungary's BorsodChem, a time-honored chemical enterprise in central and eastern Europe, has shown renewed vitality.合作领域不断拓宽。除了贸易和投资等传统领域外，双方在金融、旅游、法律服务、绿色经济、基础设施等领域的合作也逐步增多。中国银行在布达佩斯设立了直属分行，中国海南航空公司开通了北京至布达佩斯的直达航线，这些都是双方合作的新亮点。2010年，中东欧国家居民赴中国旅游的人数接近20万，首站前往中东欧国家的中国游客超过6万人。双方人民来往多了，心与心自然贴得更近。
Cooperation areas have been expanding.In addition to the traditional fields of trade and investment, our cooperation in finance, tourism, legal services, green economy and infrastructure has steadily increased.The Bank of China has established its branch in Budapest, and the Hainan Airlines has opened direct flight between Beijing and Budapest.These are the new bright spots in our cooperation.In 2010, almost 200,000 tourists from central and east European countries visited China, and more than 60,000 Chinese tourists visited central and east European countries as the first stop of their overseas trips.Such exchanges have brought our people closer to each other.合作机制日益完善。近年来，中国与中东欧国家签署多项双边经济、工业和科技合作协定，包括投资保护和避免双重征税协定，为双边经贸合作提供了良好的制度和法律保障。双方建立了经济联委会机制，定期举行磋商，及时解决双方经贸合作中的重大问题。双方还频繁举办各种经贸工商论坛、产品展览和企业家洽谈会，为企业界加强交流合作提供了重要平台。
Cooperation mechanisms have been improving.In recent years, China and the central and east European countries have signed a series of bilateral agreements on economic, industrial, scientific and technological cooperation, including agreements on investment protection and avoidance of double taxation.They have provided sound institutional and legal guarantee for economic cooperation and trade between the two sides.We have put in place the joint economic commiion mechanism to addre major iues in our busine cooperation through regular consultations.Moreover, our two sides have held various kinds of busine forums, product exhibitions and trade fairs for entrepreneurs, providing important platforms for the busine community to intensify exchange and cooperation.实践证明，中国和中东欧国家既能做风雨同舟、患难与共的好朋友，也能成为优势互补、合作共赢的好伙伴。双方互利合作越深入，传统友谊就越牢固。
What has happened shows that China and the central and east European countries can not only be good friends who stand by each other through thick and thin, but also good partners that draw on each other's strengths and pursue win-win cooperation.The deeper our mutually beneficial cooperation goes, the stronger our traditional friendship will be.女士们，先生们： Ladies and Gentlemen,当前，世界政治经济格局正在经历大调整、大变革，中国和中东欧国家的共同利益在扩大，相互需求在增加，企业加强合作的愿望日益强烈。尽管目前双方贸易和投资规模偏小，但是双方经济互补性强，深化合作的潜力大，发展前景十分广阔。/ 6
We live at a time when the global political and economic landscape is undergoing major adjustments and changes.Our two sides have become increasingly interdependent with growing common interests.And our enterprises have a strong wish for deeper cooperation.It is true that the scale of trade and investment between us is still relatively modest now.But given the high economic complementarities, I see great potential and broad prospects for our busine ties.——双方产业各有特长。中东欧在汽车、船舶、飞机制造、污水处理、酿酒和生物制药等许多行业都有优势，许多技术和工艺极具特色。中国以加工制造和基础设施建设见长。只要我们取长补短、互通有无，就完全可以成为长期、稳定的经贸合作伙伴。
--Both sides have industries with unique strengths.You have advantages and distinctive technologies and techniques in such sectors as auto-making, ship building, aircraft manufacturing, sewage treatment, brewery and bio-pharmacy.China has strengths in proceing, manufacturing and infrastructure construction.If we draw on each other's strengths and complement each other, we will be long-term and reliable partners in economic cooperation and trade.——双方都是全球重要的新兴市场。中国处于工业化和城市化快速发展阶段，消费结构和产业结构升级步伐加快，市场潜力巨大。中东欧各国自然资源丰富，工农业基础坚实，科技教育实力雄厚，处于经济稳定增长阶段。尽管少数国家经济还面临一些困难，但这是暂时的，我们对中东欧发展前景充满信心。
--Both are important emerging markets in the world.China is at a stage of rapid industrialization and urbanization.Its consumption structure and industrial structure are being upgraded at a faster pace, and its market holds tremendous potential.The central and east European countries boast rich natural resources, solid industrial and agricultural basis and strong capability in science, technology and education, and they enjoy steady economic growth.The economic difficulties facing a few of them are only temporary, and we are fully confident in the development prospects of the central and east European countries.——双方都是富有吸引力的投资场所。双方都致力于完善市场经济体制，扩大对外开放，健全法律法规，推动经济加快发展。中国利用外资连续18年居发展中国家首位。随着大多数中东欧国家加入欧盟，这一地区的投资环境极大改善，对包括中国企业在内的各国企业产生了强大的吸引力。
--Both are attractive destinations for investment.We are still making efforts to improve the market economic structure, expand the scope of opening-up, and improve laws and regulations to spur faster economic growth.For 18 consecutive years, China has attracted more foreign investment than any other developing country.With most central and east European countries joining the European Union and with the continuous improvement in their investment environment, this region now holds great appeal to enterprises from all countries, including China.——中东欧国家可以成为中欧合作的桥头堡。中东欧国家位于欧洲心脏地带，交通四通八达，是联系东西方市场的桥梁。中国企业到中东欧国家发展转口贸易和投资合作，可以节约大量商务成本，可以融入欧盟内部的产业分工体系，可以利用欧盟的优惠政策共同开拓西欧市场，实现互利共赢。
--The central and east European countries can serve as a gateway to China-EU cooperation.Located in the heart of Europe, you have well-connected transport facilities and serve as a bridge between Eastern and Western markets.By developing transit trade and making investment in the central and east European countries, Chinese enterprises can significantly cut their busine costs and get integrated into the industrial system within the EU.And the two sides can also leverage the EU policy incentives to jointly explore the west European market for win-win results.女士们，先生们： Ladies and Gentlemen,中国珍视与中东欧国家长期培育的深厚友谊，始终把中东欧国家看成可信赖的朋友和重要合作伙伴。无论是实施外贸市场多元化战略，还是实施企业“走出去”战略，我们都把中东欧地区作为战略重点。我这次访问中东欧，既是友谊之旅，也是合作之旅。我们愿意与中东欧各国一道，不断创新合作方式，丰富合作内涵，推动经贸合作向更大规模、更宽领域、更高水平发展。为此，我愿提出以下建议：/ 6
China cherishes its long-standing and deep friendship with the central and east European countries.We find in you a reliable friend and key partner in cooperation.When we in China pursue the strategy to diversify foreign trade markets, and encourage Chinese companies to “go global”, we take central and eastern Europe as a strategic priority.My current visit is both a journey of friendship and a journey of cooperation.We want to work with you to develop new ways of cooperation, and push our busine relationship to a higher level by expanding its size and broadening its scope.To this end, I would like to propose the following.第一，扩大双方贸易规模。当前，中国和中东欧国家贸易额占各自对外贸易总额的比重都不足4%，占中国与欧盟贸易总额的比重也不足10%，发展潜力巨大。我们要相互扩大市场开放，削减关税和非关税壁垒，加强海关、质检、物流、人员出入境等方面的合作，充分释放双方贸易的发展潜力。中国欢迎中东欧企业积极开拓中国市场，愿意举办更多中东欧国家商品展，在广交会、华交会上为中东欧企业设立专区，为各国优势产品进入中国市场创造便利条件。
First, increase bilateral trade.Currently, trade between us takes up le than 4 percent in our respective total foreign trade, and le than 10 percent in China-EU trade.Much potential remains to be tapped.We should open markets wider to each other, reduce tariff and non-tariff barriers, step up cooperation in customs, quality inspection, logistics, and personnel entry and exit so as to fully release the potential in our bilateral trade.China welcomes enterprises of central and east European countries to actively explore the Chinese market.We are willing to hold more commodity fairs for you and set up designated areas at the China Import and Export Fair(Canton Fair)and the Eastern China Fair to help your competitive products acce the Chinese market.第二，促进相互投资合作。这不仅有利于促进各自经济发展，也有利于促进双边贸易平衡。我们要抓紧完善双向投资的法律法规，消除各种投资壁垒，积极开展多种形式的投资促进活动，尽快推动双向投资取得实质性增长。要继续加强电信、新能源、农业、自然资源开发等领域的投资合作，鼓励双方共建工业园区和高新技术开发区。中方支持有实力的企业赴中东欧国家投资，积极参与中东欧国家企业并购重组。希望中东欧国家适当放宽市场准入、技术标准等方面的限制，为中方企业投资提供政策支持。
Second, promote two-way investment.This will not only boost our respective economies, but also contribute to greater balance in our bilateral trade.We must work intensively to improve the laws and regulations on two-way investment, remove investment barriers of various kinds, actively engage in diversified forms of investment promotion activities, and strive for early substantive growth in two-way investment.We should continue to enhance investment cooperation in telecommunications, new energy, agriculture, and natural resources development, and encourage joint establishment of industrial parks and high-tech development zones.China supports competitive Chinese enterprises in investing in central and east European countries, and actively participating in the merger, acquisition and reorganization of enterprises in these countries.We hope that the central and east European countries will relax restrictions concerning market acce and technical standards as appropriate, and provide policy support for investment by Chinese enterprises.第三，加强基础设施建设合作。中国企业在基础设施建设方面有较强实力和丰富经验，中东欧国家有广阔市场，双方合作大有可为。目前，中国企业正在积极寻求参与中东欧基础设施建设的机会，即将开工的塞尔维亚“泽蒙大桥”，将成为中国企业走进中东欧市场的第一张“名片”。中国政府支持中国企业以公私合营(PPP)、建设-经营-转让(BOT)等欧洲通行方式，承接中东欧国家的基础设施项目，并愿意为此提供融资支持。我们期待双方早日商定几个标志性的大项目。中方愿意加快欧亚铁路建设步伐，支持企业建立畅通的物流网络，使双方货物及人员往来更加便捷。
Third, enhance infrastructure construction cooperation.Chinese enterprises have solid strength and rich experience in infrastructure construction, while the central and east European countries have big markets.There is a lot we can do together in this field.Chinese enterprises are now actively seeking opportunities to participate in infrastructure development in central and east European countries.The Zemun Bridge in Serbia, which will soon be built, will become the first “busine card” of Chinese enterprises to acce markets in central and east European countries.We support Chinese enterprises in undertaking infrastructure projects in central and east/ 6
European countries through PPP, BOT and other customary formats in Europe, and we are willing to provide financing support in this regard.We hope the two sides can reach early agreement on some big landmark projects.China is willing to accelerate the construction of the Eurasia Railway and will support enterprises in establishing a smooth logistic network to facilitate the flow of goods and personnel between the two sides.第四，深化财政金融合作。这是双方经贸关系向更高层次发展的重要保障。中方真诚欢迎中东欧国家金融企业到中国开展业务，支持双方金融企业互设分支机构，扩大跨境贸易人民币结算规模。中方正在探讨设立中国与中东欧国家合作基金，这将为双方经贸合作提供有力支撑。中国是欧洲金融市场负责任的长期投资者，支持中东欧国家采取的一系列经济金融调整措施，并对未来中东欧国家金融市场抱有信心。中方愿意探讨各种有效的合作方式，继续支持中东欧国家的发展，希望中东欧国家进一步开放金融市场。
Fourth, deepen fiscal and financial cooperation.This will provide an important guarantee for our busine relations to reach a higher level.China sincerely welcomes financial enterprises of central and east European countries to open busine in China.We support financial enterprises of both sides in setting up branches in each other's countries and increasing the scale of cro-border trade settlement in RMB.China is exploring the poibility of setting up a cooperation fund between the two sides, which will provide strong support for our economic cooperation and trade.China is a responsible long-term investor in the European financial market.We support the economic and financial adjustment measures adopted by the central and east European countries, and have confidence in the future of their financial markets.We are willing to explore all kinds of effective ways of cooperation, and will continue to support the development of central and east European countries.We hope that the central and east European countries will further open up their financial markets.第五，拓展人文领域的交流。巩固邦交的根本在民众，增进友谊的基础在交流。双方应全面拓展教育、文化、卫生、体育、旅游等领域的交流，促进双方人民尤其是青年一代相互了解、加深友谊。中方愿意推动双方高等院校之间的交流，欢迎更多中东欧学生到中国留学，鼓励科技人员的交流。中东欧国家旅游资源丰富，中方愿意推介中东欧国家的旅游资源，支持更多中东欧国家成为中国公民出境旅游目的地，开通更多直航线路。中方还愿意推动双方在人力资源培训领域的合作，邀请更多中东欧国家的官员和技术人员来华培训。
Fifth, expand people-to-people and cultural exchanges.People hold the key to sound state-to-state relations and friendship comes from exchanges between the people.We need to increase exchanges in education, culture, health, sports, tourism and other fields.We should enhance the mutual understanding and friendship between people of the two sides, particularly the young people.China supports exchanges between institutions of higher learning of the two sides and hopes to see more students from central and east European countries in China.We also encourage more exchanges between our science communities.The central and east European countries have rich tourism resources.We will introduce such resources to the Chinese people and we support more central and east European countries in acquiring the Approved Destination Status(ADS)for Chinese tourists.We hope there will be more direct flight routes between us.We want to push forward our cooperation in human resources training and will invite more officials and technical personnel from central and east European countries to China for training courses.女士们，先生们： Ladies and Gentlemen,自从1978年实行改革开放以来，中国城乡社会面貌发生了翻天覆地的变化，但是中国依然属于发展中国家的基本国情没有变，中国人民对中东欧各国人民的友好情谊没有变，与中东欧国家发展互利合作的诚意没有变。中国欢迎中东欧国家企业参与中国发展进程、分享中国发展机遇，并以实际行动推动双方的共同发展。
Since we adopted the reform and opening-up policy in 1978, tremendous changes have taken place in China.But the fact that China remains a developing country has not changed.The Chinese people's friendship towards people in central and east European countries has not changed.And our sincerity in pursuing win-win cooperation/ 6

As a Hungarian saying goes, “Diligent people do not wait in idlene for the coming of tomorrow.” I believe that, with a pioneering spirit, busine people of the two sides will take this forum as a new starting point to seize the opportunities and work hand in hand to bring in a new phase in our economic cooperation and trade.Thank you./ 6
