Good afternoon, ladies and gentlemen.As we all know, The Silk Road Economic Belt and the 21st-century Maritime Silk Road, better known as The Belt and Road is a development strategy proposed by China focuses on connectivity and cooperation between countries.It is mainly an economic Initiative, so it may bring a typical economic problem, moral hazard.That is what I want to talk about today.In economic theory, moral hazard is a situation where people who engage in economic activity may damage the interests of others while maximizing their own benefit.you may wonder why and how the moral hazard occurs during the belt and road initiative.We can explain it by dividing it into 3 types according to it’s subject, individual, enterpriseand countries.First,moral hazardcausedby individual may occurin the course ofthe belt and road initiative.If the leader of a country or an enterprisechanged, it will affect the stability of policies, for example ,the Harbour City projectcarried out by Sri Lanka and China has been delayed for 9 months because the leader changing of Sri Lanka, and it affected the proce of the belt and road and make China withstand loes.On the other hand,many common foreign busine men come to China because of the initiative, however a small part of them may losing money in Chinese market.If China doesn’t deal well with these problem, they may bring biasedview back to their own country and further affect the image of china.Second, moral hazardcaused by enterprisecan also occur in the course of the belt and road initiative.One of the main aim of the belt and road initiativeis to help Chinese enterprises go global.Only In 2016, Chinese companies invested $170 billion in foreign projects.That’s why Chinese enterprise must maintaingoodpublicimpreionand keep in good credit during the cooperation with foreignenterprises.Some foreign countries along the land and Road didn’t entry into the World Trade Organization, so their enterprises have fewer restrictions and more trade advantages than ours.Insuchsituations, during cooperation some of the Chinses enterprises may violate the trade rules to make a profit.If so,it will do harm to the future cooperation and the initiative.Third, countriesunder the belt and road initiative are just like people who are trying to make their own benefit maximized in the market.Countries along the land and Road are all rich in resources, so the great powers all want to play the leading role of that area.For example, America brings inthe “Great Central Asia Partnership for Cooperation and Development Program” and tries to earn foreign money centered Afghanistan.Japan has Arc of freedom and prosperity, India wants to resumethe Southern Silk Road……The belt and road initiative may be influenced by other countries’ strategies.Based on this condition, it is hard to avoid some countries may cause the moral hazard for their own benefit.Whatsmore , territorial disputes such as the South China Sea claims, domesticsituation in Middle East countries also can cause the moral hazard.To prevent this problem from happening, first of all, we need to advocates peace and cooperation, openne and inclusivene, mutual learning and mutual benefit.build People-to-people bond, carry forward the spirit of friendly cooperation of the Silk Road by promoting extensive cultural and academic exchanges.After having the right view, we have to improve the cooperation systems and establish an early-warning system.Last, if the problem have happened, we can seek help frominternational mechanism and based on our national conditions to find a proper way to solve it.The moral hazard can not be solved in one move.If we attach enough importance to it, the belt and road initiative will help China reaching out to the world.
