成语出处: 语源和意源不详.公元前6世纪希腊寓言家伊索的《伊索寓言渔夫》
中讲的是混水摸鱼的故事：一位渔夫在河里捕鱼时，先拦河张网，然后用绳子拴上石块，面向鱼网击打水底，鱼吓得到处乱游，有些撞进网里。当地有人见渔夫这样做，责怪他把水搅浑了，使人不能喝到清水。渔夫说：“若不是把水搅浑，我就捕不到鱼，捕不到鱼，我就得饿死。”
