2.第四章是本文的核心内容,对我国中小城市工业园区土地集约使用策略做了系统分析。首先结合时序和政府部门所扮演角色变换将我国中小城市工业园区的建设分为三个阶段:初期阶段—中期阶段—后期阶段。初期阶段指企业入驻园区,达到地理位置集中地阶段;中期阶段指园区企业、产业之间产生集聚效应,达到合作共赢局面的阶段;后期阶段指面对大部分中小城市工业园很难在更大的范围内形成产业集群的局面,政府部门为中小城市工业园区今后发展进一步创造良好条件的阶段。其次通过对三阶段各策略因素的分析,形成策略集合。第五章以安徽新芜经济开发区为实例研究,根据开发区的实际情况,提出促进园区集约使用土地的几点策略,如政府服务到位、完善基础设施配套、选商引资和扶持特色产

业等,并以相关政策法规和政策建议的形式具体化。第六章为结论与展望,对前面所述内容进行总结,得出四点结论。并对这一课题研究中未能深入部分进行补充说明,期待日后继续深入研究。

3.文章初步分析了我国中小城市工业园区在建设发展中怎样进一步集约使用土地资源。创新之处在于:第一,依据时序和政府部门贯穿始终的角色变换,将我国中小城市工业园区土地集约使用划分为三阶段;第二,在三阶段中,初步归纳了集约使用中小城市工业园区土地的基本要素,总结了几点策略;第三,以安徽新芜经济开发区为实例,提出园区用地集约使用的思路、政策和建议将策略研究结果具体化。对安徽新芜经济开发区的可持续发展和增长方式转变具有一定指导意义,同时希望对承接产业转移的其他类似中小城市工业园区发展可以起到一定借鉴意义。

-69理解基本无误,翻译表达也较流畅,但有些细微地方用语表达稍欠考虑。60-64理解基本无误,翻译表达也较流畅,但有些细微地方理解有误。60分以下:理解有误,表达不顺畅,语言僵硬,翻译腔较重。
